Selectmen’s Meeting
2007 March 28

Members Present:  Frank Dumaine and Larry Rappaport.

Others: Donna Caron, Heidi Lawton, Steve Cass, Melissa Shaw, and Kevin McKinnon.

Selectmen signed all vouchers and manifests.

Melissa Shaw came to the Selectmen to tell them about a new program called “Touch a Truck” where they will be able to go and actually touch and learn about the Highway equipment.  It will be April 27, 2007 at the Highway Garage.

Mr. McKinnon handed out reports to the Selectmen regarding what they did in March for the roads.  Also telling about how they take things out of the Transfer Station and use them in the office to save money.  Mr. McKinnon said that he will be doing a report every two weeks and if the Selectmen approve he will then give it to Camilla to put on our website.  Mr. McKinnon also would like to build a pole barn to store the chloride, equipment, and mower.  He described how Rerun would like it made out of tires, the Selectmen do not want it made out of tires.  The Selectmen gave Mr. McKinnon permission to give his report to Camilla to put on our website.

Mr. McKinnon would like to raise the water rates in order to get grants and have money in the water budget.  The Town needs to build a water line eventually.  Mrs. Caron would like the public to know about all the projects that the Highway crew does to help the Town.

Mr. McKinnon would like to clean out all of the sewer lines this summer.  He would also like to fabricate on Piper Hill Road and Bear Rock Road.

Mr. McKinnon wanted the Selectmen to know that he is setting up for electronics recycling at the Transfer Station.  He has to do this by July 1st.  Mr. McKinnon also mentioned to the Selectmen that he would like a welder to weld the big steel boxes that are used at the Transfer Station.  He has gotten a price quote from Ideal Auto for $675.00.  The Selectmen said that this would be okay.  

Mr. McKinnon also asked the Selectmen about a horizontal/vertical metal cutting band saw 4 x 6 steel, a steam cleaner, and a hydraulic hose machine.  He has gotten some quotes:

The Selectmen told Mr. McKinnon that what he wanted to go with would be okay with him.

Melissa Shaw brought in a list of Advisory Board members and some of them are new people.  She said that the Advisory Board is looking to come up with new by-laws.  They will meet from September to June.  She also has two revolving expenditure accounts; food purchased and t-shirts sold.

Last weekend Mrs. Shaw had a third and fourth grade tournament on Saturday and Sunday.  They had admission to the games and a food booth that the Adviosry Board manned.  Stratford came this year, Canaan did not have a team.  She said that they raised money for the revolving fund.

The Selectmen would like to receive a budget sheet each month from Mrs. Shaw showing where her money goes and to what programs.

Mr. Rappaport wanted to know if Chief Cass got a prosecutor or not.  Chief Cass said that he had applied through the Tillotson Foundation to get a grant, but was denied.  Mr. Dumaine suggested contacting a law school and getting an intern to come and work part-time.  Chief Cass said that Tim Stevens is getting ready to go to the State Police and Guthrie Peet is in the background stage of the Border Patrol job.

Mrs. Caron read a notice from the State giving C. N. Brown permission to install a tank.

David Brock would like to speak with the Selectmen and assessors regarding his barn, this is probably a tax abatement issue.

Susie Nash is applying for a dealer license for selling vehicles.  She would like dealer plated to put on these vehicles.  The Selectmen would like to wait and see what the Planning Board does with this matter.

Mrs. Beauchemin has sent two letters to William Blackwood regarding his two unregistered vehicles, he has not responded.

There is an opening on the Library Trustees board.  

There is a vacancy on the Conservation Commission board.  April Hyde had to get done because she lives in Vermont now.  We should put an ad in the paper.  Dr. Katz is an idea for that board.  Maybe some Titus Hill residents would be good.

There is a new Selectmen Workshop on May 8th in Lincoln.

Mrs. Elaine Haynes would like to have her Farmer’s Market in Donna Bouthillier’s lot this year.  The Selectmen said that would be fine, as long as our Town Insurance would cover it.  Mrs. Caron will talk to Donna Bouthillier about it.

The State Aid Grant that the Town used to do the Industrial Park, is now coming in so the Selectmen need to sign a form saying Mrs. Caron can do the work for them.
Michael Grandmaison is building a pond for emergency and pleasure reasons.

Mr. Lamontagne gave Mrs. Caron a list of agenda items to discuss:
