Selectmen’s Meeting
2007 February 14
Members Present: Frank Dumaine, Beno Lamontagne, and Larry Rappaport.
Others: Donna Caron, Heidi Lawton, and Chief Steve Cass.
Selectmen signed all vouchers and manifests.
Mr. Rappaport asked Chief Cass what is happening with a prosecutor for the police department. Chief Cass explained that right now Tim Stevens is doing it, but if he leaves, Chief Cass himself will be doing it. Chief Cass did not budget this year for a prosecutor.
Mrs. Caron told the Selectmen that she received a compliment from William Laramee that the truckers hauling to the Landfill are being very courteous.
The Selectmen discussed the Avitar contract. The Selectmen asked Mrs. Caron if everyone that worked at Avitar was certified. Mrs. Caron knows that Avitar itself is certified, but she does not know if everyone that worked with our cards is certified or not. The Town had current use added to the cards this year, Avitar also looked at Titus Hill again and did a statistical update, and the Town paid $4,000.00 for these services.
Mrs. Caron has to call Phil Ariel about the courtroom lease. Mr. Lamontagne told Mr. Ariel that we would not go for anything less than $7.00 per square foot. Mr. Ariel did not seem to have a problem with this.
Avitar sent a letter to all of the towns that it services about the View Tax.
Mrs. Caron and Mr. McKinnon are going to Concord on February 22 to meet with the Tellmans and Mike Sills about drilling more wells. The berm is pushing the wells sideways.
Mrs. Caron received a packet from Gardner, Fulton, and Waugh regarding Rex Jacobsma. Adele Fulton feels that maybe Mr. Jacobsma will settle. A new appraiser thinks he can lower the building value just by looking at the outside of it. Mrs. Caron told Avitar that if this new assessor, Drew, wants to look at the inside of the building, he may come up and she will get a key to show him around. Adele wanted to know if the Selectmen would settle out of court.
A petition came for the carbon coalition.
The Town received a letter from NRRA saying that the town should thank its residents for recycling so well this year.
Mrs. Caron received a letter from the State saying thank you to all her office employees and Mrs. Beauchemin for helping with the Route 26 project.
Mrs. Caron read the Selectmen a letter from the Planning Board saying that there are three unregistered vehicles at William Blackwood’s apartment building on Gould Street.
The Town has a safe deposit box at the bank and we would like to use it to put our tapes into from the town backup. The Selectmen agreed that would be fine.
Mr. Rappaport made a motion that the Town establishes a Capital Reserve fund for the Main Street project, Mr. Lamontagne seconded, Mr. Dumaine agreed, motion passed with full board approval.
