Selectmen’s Minutes

January 24, 2007

Members Present:  Frank Dumaine, Beno Lamontagne, and Larry Rappaport.

Others: Donna Caron, Heidi Lawton, Kevin McKinnon, Claire Lynch, Peter Pitsas from Underwood Engineers, Chief Steve Cass, Barry Normandeau, and Mike LaValley.

Mr. Pitsas explained the water study that he did of the town’s water lines.  He gave his recommendations for changing the pipes and to what sizes.

Mr. Pitsas explained that it would cost at least $200.00 a foot on addressStreetNorth Main Street if it can be done on the shoulder rather than across the road.  Mrs. Caron suggested hiring two or three more men onto Public Works instead of a Construction Crew when the town does the project.  Mrs. Caron also suggested going from the new wells to IGA.  Mr. Pitsas explained that following the same path that is already laid is cheaper than making a new one.

Mr. Rappaport suggested upping the water rates at least 10%.

Mr. Pitsas suggested putting an x-country loop from Edwards Street to addressStreetCouture Street to addressStreetSecond Street to Route 145 would give the Town more water and be less expensive than doing the addressStreetMain Street project first.

Mrs. Caron told Chief Cass to check with IMC and see who can fix it and what kind of license there is.

Mr. Rappaport asked Chief Cass about the situation with Joe Caron.  Chief Cass said that Joe was getting his papers today and in 30 days, he will be discharged.  He has to go qualify at the State level for shooting.

The Selectmen discussed the bids for rubbish removal from the Transfer Station to the Landfill.  The bids are:

J.K. Lynch: $90.00 a container.

Barry Normandeau: $80.00 a container. $187.00 to come up in an unusual situation.

Mr. Lamontagne made a motion to award the contract to Barry Normandeau, Mr. Rappaport seconded the motion, Mr. Dumaine agreed, motion passed.

Selectmen signed all vouchers and manifests.

Mr. McKinnon discussed his budget with the Selectmen.  Mr. McKinnon would like to sell the Ford 450.  He would like two new trucks, a 10-wheeler and a 6-wheeler.

Budget Hearings:        February 7th at 7:00pm
                        February 14th at 7:00pm (if needed)

On Wednesday the 31st, the Selectmen will meet to discuss the budget hearings.

The Selectmen went over the new Avitar Contract.

Mr. Peter Riviera is having a business meeting on Friday, February 9th from 7:30 to 9:30am at the Cabot Inn.

Pam Kocher from Senator Sununu’s office is recommending that Colebrook be put on the list for 2007 funding.

The Selectmen voted on the November 22, December 13, and December 27 minutes.  Mr. Dumaine would like the word “exercise” training removed from the December 27 minutes.  Mr. Rappaport made a motion to accept the November 22, December, 13, and the December 27 minutes, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed with full board approval.
