Selectmen’s Meeting
November 8, 2006
Members Present: Frank Dumaine, Beno Lamontagne, and Larry Rappaport.
Others: Donna Caron, Heidi Lawton, David Begin and Melissa Shaw.
The Selectmen signed all vouchers and manifests.
David Begin came in to speak with the board on behalf of Kevin McKinnon, who was out that day. Mr. Begin asked the Selectmen if the Public Works crew could get a portable welder. The quotes that Mr. Begin received were the following:
Ideal Auto: $3,400.00
Merriam Graves: $3,310.00
Mr. Begin would prefer to go with the local company, Ideal Auto. Mrs. Caron suggested that Mr. begin talk to Ideal Auto to see if they can get the price lowered. If they can get the price lowered, then the board would like Mr. Begin to go with them, if not go with Merriam Graves. Mr. Rappaport made a motion for Mr. Begin to go with Ideal Auto if they well come down on their price, if not then go with Merriam Graves, Mr. Dumaine seconded the motion, Mr. Lamontagne agreed, motion passed.
A gentleman from the State called Mrs. Caron and told her that the placePlaceNameWashburn PlaceTypeBridge should be closed. Mrs. Caron explained that there is an elderly woman living on the other side. Therefore, Mrs. Caron sent out the Public Works Department and they strengthened the I-Beams. However, the bolts are horrible and one of the I-Beams is bent, there are also holes rotting through it. The Public Works Department sent our bids for getting the bridges fixed. They received a quote from ______________ for materials only the amount was $15,150.00 and for materials fabricated and ready for field assembly the amount was $18,750.00. The Town was told that if the beams had been painted, they would have lasted longer. Mr. David Begin talked to Jeff Bailey and he can paint them. His quote
for doing this was:
Sandblast: $3.75 a foot
Epoxy Primer: $2.00 a foot
Vortex: $6.50 a foot
The total price being $14,210.00 for 160 ft of metal. Mr. Dumaine would like Mr. Begin to get a quote from Jeff Bailey without the Vortex and a quote from Isaacson Steel about dropping the steel. Mr. Dumaine also suggested that Mr. Begin get a quote from Winterset.
Mrs. Caron would like to send a Thank-You card to Mr. Feltham and The Weir Brothers bush hogged 9 acres upon the water company land.
Mrs. Caron would also like to send a Thank You card to Budd Smith for helping with addressStreetRoaring Brook Road during the flooding.
If the Town of placeCityColebrook has to incur additional charges to go back out and read a meter, this may involve additional charges to be billed to the taxpayer.
Mr. Rappaport made a motion to make the mileage that is used to reimburse employees the Federal rate, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed.
Mr. Rappaport made a motion to let employees of the Town accrue vacation time, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed.
Betty Frizzell wrote Mrs. Caron a letter saying that her sewer pipes broke and she had sewer in her basement. Mrs. Frizzell says that the trucks going up and down the hill have lodged her pipes apart. Mrs. Caron read a letter from 2003 that the Frizzell’s wrote about silt in their water, there was so much silt in her water that it clogged the pipes. It is going to cost her $306.00 for plumbing. The Selectmen sympathize with Mrs. Frizzell, but she really needs to hire someone to clean her spring out. The Selectmen feel that there is not sufficient information to pay for her bills. The Selectmen also cannot limit traffic on Titus Hill.
Melissa Shaw gave Mrs. Caron a monthly update on her programs. Melissa explained that she would be helping Bill Sambito on a grant for an elderly program. This would help with more interaction of seniors in the area.
Chief Steve Cass did a class about Fraud for local businesses and only four merchants showed up.
The Selectmen would like to know how much we charge PSNH and the Cable Company for taxes.
Jeff Hayes from North Country Council is willing to help Colebrook with a Capital Improvement Plan and a Master Plan.
The Colebrook Downtown Development Association wants to hook onto local water and sewer for the placePlaceNameOld PlaceTypeGrange PlaceTypeHall PlaceTypeBuilding. Mr. McKinnon says that they would have to hook on to water and sewer on Route 26 and it is on the opposite side of the road. Mr. McKinnon does not think that this will be possible.
Mr. Lamontagne made a motion to accept the September 27, October 11, and October 25 minutes and the minutes on the Public Hearing on Class 6 roads, Mr. Rappaport seconded the motion, Mr. Dumaine agreed, motion passed.
