Selectmen’s Minutes

Selectmen’s Meeting
December 27, 2006

Members Present:  Frank Dumaine, Beno Lamontagne, and Larry Rappaport.

Others: Donna Caron, Heidi Lawton, Leigh Cheney, Richard Verville, Beth Daley, and Bim Rancloes.

The Selectmen signed all vouchers and manifests.

Mr. Rancloes came in to talk to the Selectmen about the South side reading for his apartment building for water and sewer.  The south side of his apartment building is still showing a reading even though Rick Nadig has not been in there since April.  Mr. Rancloes said that he shut off the water himself, but still received a bill.  Mr. McKinnon suggested that Mr. Rancloes take his meter off and bring it down to the Highway Garage so that they can keep it until he needs it.  That way they will know when the water is really being used or not.  Mr. Rancloes was okay with that.  

Mr. Rappaport made a motion to abate the $53.00 dollars that Mr. Rancloes was charged, Mr. Lamontagne seconded the motion, Frank agreed, motion passed.

Mr. Richard Verville from the State came to talk with the Selectmen about the Hazard Mitigation Grant.  Mr. Verville told the Selectmen that the Town cannot get the Benefit Cost Analysis to come up to a 1%, and it needs to be a one or higher to qualify for the grant.  Mr. Dumaine suggested that he get information from The First Colebrook Bank about when their side of the wall fell and how they fixed it.  Any kind of documentation would be helpful.  Mr. Verville explained that if the wall did fall, then the State would be notified and FEMA and the Town would be reimbursed 75% of the cost to fix the damage.  Mr. Verville said that he would check the Natural Resource Conservation Service to see if they had any funding available to fix the wall.  Mr. Verville then explained that Mr. McKinnon could apply for the grant money for culvert replacement and with help fixing addressStreetRoaring Brook Road.

If it is found that the Army Core of Engineers are in some way responsible for this because they straightened the river bed to prevent ice back-up, then they would be responsible to pay for this.

Leigh Cheney from the State of placeStateNew Hampshire came to talk to the Selectmen about money that she has for training.  The Town could use this money to help exercise their individual Local Emergency Operations Plans.  The Selectmen agreed that this would be useful.  Mrs. Caron agreed with the Selectmen and gave Heidi the paperwork to fill out for Ms. Cheney.

Beth Daley from the Boston Globe came in to talk with the Selectmen about an article that she is doing on Global Warming and how it is affecting local businesses.  She said that the article would probably come out sometime in February and that she would be back up to take pictures.

Mrs. Caron gave the Selectmen information on Rex Jacobsma’s court hearing.  The Selectmen discussed this issue.

Mrs. Caron gave the Selectmen three applications of people that have applied for the IT position here at the town.  The Selectmen looked them over and discussed when to do interviews.

Mrs. Caron talked with the Selectmen regarding the Tillotson Grant.  The Selectmen will need to talk with Horizons and the Kaufman’s about the Riverwalk.

Mrs. Caron gave the Selectmen a letter from DRA (John Trumball), saying that he is projecting a 25% increase in property values for next year.

Tri-County Community Action is asking for their annual amount, this year they would like $2,000.00.  Mr. Rappaport made a motion to give Tri-County CAP the $2,000.00, Mr. Lamontagne seconded, Mr. Dumaine agreed, motion passed.

North Country Transit is asking for $3,500.00 instead of $3,000.00 this year.  Mr. Rappaport made a motion to give North Country Transit the $3,500.00 this year, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed.

Mrs. Caron and the Selectmen discussed the formula that they would use this year to determine the cost of Dispatch for each town.
