Selectmen’s Meeting
October 25, 2006

Members Present:  Frank Dumaine, Beno Lamontagne, and Larry Rappaport.

Others: Donna Caron, Heidi Lawton, Kevin McKinnon, placeCityChester Wentworth, and Robert Shaw.

The Selectmen signed all vouchers and manifests.

Robert Shaw came in to talk with the Selectmen about where the Town should turn around when they plow in the winter on Piper Hill.  Mr. Shaw would like the Public Works crew to measure up 370ft up Jeffers road and turn around there.  Mr. McKinnon said that he does not want his men to back up with drop-offs on both sides of Jeffers road and risk wrecking the equipment or killing somebody.

Mr. Shaw and the Selectmen went into the Business Office to view the road map that is on the wall from 1936.

On October 11, 2006, there was a Public Hearing on Class 6 roads and Mr. Shaw stated that the Town needs to plow and sand all Class 6 roads.  He read an article in the Colebrook Chronicle where Attorney Bernie Waugh said the Selectmen had authority to plow, sand, and cut brush.  Mr. Rappaport explained to Mr. Shaw that the Selectmen have the authority to do so, but they are choosing not to.  Mr. Shaw would like in writing from Mr. Waugh how the Town does not have to follow RSA 231:59A.  Mr. Shaw asked about a private citizen working on a Class 6 road.  A person can work on a Class six road with the Selectmen’s approval, but they cannot work on a Class five road at all.

Chester Wentworth came in to talk with the Selectmen about the one-lane bridge on addressStreetHazen Drive.  He wanted to know what the speed limit was on this road.  It is a Class five road and by State Law, it is 35mph.  Mr. Wentworth would like the speed limit lowered because people are coming down the hill very fast.  Mr. McKinnon suggested a speed limit of 15 mph and the Selectmen agreed with him.  There will be a sign put up in the spring.  Mr. Wentworth had two signs a “No Snowmobiles” sign and a “No Trail Bikes” prohibited.  He would like to post them on the bridge.  Mrs. Caron told Mr. Wentworth that the Colebrook Public Works crew would put them up.

Mr. Rappaport made a motion to make the speed limit 15 mph across the placePlaceNameHazen PlaceNameDrive PlaceTypeBridge and to post the signs that he brought in on the bridge, Mr. Lamontagne seconded the motion, and Mr. Dumaine agreed, motion passed with full board approval.

April Hyde does monthly reports on the Town of placeCityColebrook’s sewer for the State and EPA and she needs written permission from the Selectmen to do this.  The Selectmen agreed to sign the form.
The State called Mrs. Caron and told her that the Town needs to fix placePlaceNameWashburn PlaceTypeBridge or close it down.  Mrs. Caron and Mr. McKinnon said that if they budgeted more money at the Town Meeting there should be enough to fix this bridge and placePlaceNameBlakely PlaceTypeBridge.

Mr. McKinnon explained the pricing of the Transfer Station to the Selectmen, he wants to re-instate the prices of the Transfer Station making the charge for couches $10.00, mattresses and box springs $10.00 each , and miscellaneous chairs $5.00, and fluorescent bulbs .15 cents a foot.

The Selectmen reviewed letters regarding Inventory Penalties.  The Selectmen agreed to wave the inventory penalties for:

Warren & Ramona Cameron
Jeanne Doubleday
Brenda Hallisey

Mr. Rappaport made a motion to wave the penalties for these people, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed with full board approval.

The Ski-Bees have a trail that goes through on property owned by the Town and they need signed permission from the Selectmen.  The Selectmen signed the form.

PersonNameHeidi Lawton brought up the fact that the Town of placeCityColebrook Public Works Department should be part of the Public Works Mutual Aid program.  It is detrimental when there are major emergencies in this area.  It would give the Town much needed Mutual Aid when we are depleted of our own resources.  The Selectmen discussed this.

Mr. Lamontagne made a motion to let the Town of placeCityColebrook Public Works be part of the Public Works Mutual Aid System, Mr. Rappaport seconded, and Mr. Dumaine agreed.

The Selectmen discussed where the trucks that are going to the Landfill would park this winter.  They are hoping to park some at the Rest Area, some at the turn out by Poulin’s, and some at the turn out by Bressette’s Tree Farm.  The back-up place will be at the Colebrook Transfer Station.

The Selectmen went into Executive Session on a personnel issue.  Mr. Lamontagne made a motion to go into Executive Session, Mr. Rappaport seconded the motion, motion passed.

The Selectmen came out of Executive Session with no finding on a personnel issue.  Mr. Lamontagne made a motion to come out of Executive Session, Mr. Rappaport seconded the motion, motion passed.

Mr. Lamontagne made a motion to adjourn the meeting, Mr. Rappaport seconded the motion, Mr. Dumaine agreed, motion passed, meeting adjourned.
