Selectmen’s Meeting
December 13, 2006
Members Present: Frank Dumaine, Beno Lamontagne, and Larry Rappaport.

The Selectmen signed all vouchers and manifests.
Chief Cass came in to let the Selectmen know that he was not accepted for the Tillotson Grant. He wanted to try to get a Prosecutor for the court hearings in Colebrook. He is now working with the Chiefs Association on another grant to get a Prosecutor for the placePlaceNameCoos PlaceTypeCounty area. Chief Cass is working on getting a grant for communication towers in the area.
Mrs. Caron would like to know about plowing on addressStreetAldrich Road. Robert Shaw would like his driveway plowed down in the beginning of the driveway, he said that his road used to be an old town road. The Selectmen discussed this and decided that if they plowed his driveway they could have many people coming in and saying, “I used to live on an old town road.” Then the town would be forced to plow everybody’s driveway. Mr. Rappaport made a motion to not plow Robert Shaw’s road, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed.
The placePlaceNameNorth Country PlaceNameCommunity PlaceNameRecreation PlaceTypeCenter would like the Town to sand and plow the road leading to the pool. Mrs. Caron gave the Public Works Department permission to plow it the other day when Mr. Sambito called, but would like the Selectmen to decide if it should be done on a regular basis or not. Mr. Rappaport made a motion that if the road is legally a town road to sand and plow it; if the road is not legally a town road then the town should not plow and sand the road. Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed.
Richard Feltham and William Weir Jr. came to discuss a current use penalty on land that Mr. Feltham owns, that Mr. Weir is using. Avitar feels that Mr. Feltham should be assessed at $4,700.00 and says that Mr. Weir is using the whole 4.7 acres. Mr. Weir says that he is not using the whole lot, MR. Weir has mowed and bushhogged some of the land, he has also graveled the driveway. Mr. Feltham feels that Mr. Weir is using 2/3rds of an acre.
Mr. Rappaport made a motion that the penalty be assessed on the 2/3rds acre only and the rest not penalized, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed.
placeCityPlan StateNH had a grant for design assistance for NH Projects. The Selectmen would like the Riverwalk to be one of the projects for placeCityPlan StateNH.
The Selectmen signed an abatement request for Garth and Cassie Hurlbert for $250.00 dollars.
Tuesday, January 2, 2007 at 7:00pm, the Selectmen meet with the Colebrook School Board.
placePlaceNameNorth Country PlaceNameElderly PlaceTypeCenter would like $4,200.00 for Senior Meals. Last year they asked for $3,700.00.
Public Service has a wood-power facility in the State and want to be more in the State of placeStateNew Hampshire.
Mr. Rappaport made a motion to ask the Army Corp of Engineers to help with the retaining wall by Howard’s Restaurant and with the water and sewer mains, Mr. Lamontagne seconded, Mr. Dumaine agreed, motion passed.
The Cost of the wall replacement that the town has received is $793,000.00.
Mrs. Caron read a letter from a man from in CityClaremont, StateNH that is sick of people from StateNew Hampshire being stopped in placeStateVermont and being fined because they do not have vehicle insurance. He would like us to contact our Senators.
The Selectmen want Heidi to call CityLancaster, CityLittleton, and placeStateBerlin and find out what they pay for cable, phone, franchise fees, and what they tax these buildings at.
Mr. Rappaport made a motion to accept the November 8, 2006 minutes, Mr. Lamontagne seconded the motion, Mr. Dumaine agreed, motion passed.
