Selectmen’s Minutes
October 11, 2006
Members Present: Frank Dumaine, Beno Lamontagne, and Larry Rappaport.
Others: Donna Caron, Heidi Lawton, and Kevin McKinnon.
The Selectmen signed all vouchers and manifests.
The Selectmen signed the warrant that Sheila gave them regarding the elections.
The Selectmen reviewed more letters from people regarding Inventory penalties. The Selectmen choose to abate the following:
Alan Gleason
Richard Hicks
Cynthia Kosaczs
Pat McCormack
The Selectmen read Melissa Shaw’s memo to Mrs. Caron and the Board of Selectmen about going over her budget approximately $10,000.00 for this year. Mrs. Shaw stated she would request an increase to her budget next year.
The Selectmen approved the letter from Mrs. Caron to Bill Sambito.
The Selectmen reviewed the Rivers Management Protection Program. The Selectmen decided they wanted one sign only.
The Selectmen discussed giving Mrs. Caron permission to sign contracts for grants from NHDES or any other grant contracts. Mr. Lamontagne made a motion to give Mrs. Caron permission to sign contracts for grants from NHDES or any other grant contract, Mr. Rappaport seconded the motion, Mr. Dumaine agreed, motion passed.
The Selectmen made a motion to go into Executive Session on a Tax Issue, Mr. Lamontagne made a motion, Mr. Rappaport seconded the motion, Mr. Dumaine agreed, motion passed.
A motion was made by Mr. Lamontagne seconded by Mr. Rappaport to leave executive session. Motion carried.
The Selectmen discussed the feasibility study for Underwood Engineers.
Mrs. Caron placed an advertisement with both papers informing the public that 237-5555 and 237-5556 have both been disconnected. 911 should be dialed for all emergencies.
Val and Irene Bean came in after the Public Hearing to submit a Water & Sewer application form. Mrs. Caron told them that the property owner must fill out the form, so Mr. Barr, who is the owner, signed the form. Mr. Bean said that Greg Placy gave him 2 or 3 weeks to get the project done. Dig-Safe told the Beans that they could not start digging until Monday.
Mr. Rappaport made a motion to accept the protocol delineated in NH RSA 231:59A. This allows (but does not require) the Town to minimal summer maintenance to allow passage of emergency vehicles. It specifically allows maintenance to be done on class VI roads without their automatically becoming class V. The motion specifically excluded winter maintenance. Mr. Lamontagne seconded the motion and all agreed. Motion passed.
Mr. Lamontagne made a motion to adjourn, Mr. Rappaport seconded the motion, Mr. Dumaine agreed, motion passed, meeting adjourned.
