Selectmen’s Minutes
September 27, 2006
Members Present: Frank Dumaine, Beno Lamontagne, and Larry Rappaport.
Others: Donna Caron, Heidi Lawton, Steve Cass and Stanley placeCityHammond.
The Selectmen signed all vouchers and manifests.
Mr. John Zavala came in to ask for his Inventory Penalty to be waived. He explained that he never received one, and that it could have been the Post Offices fault. Mr. Lamontagne made a motion to waive the penalty fee, Mr. Rappaport seconded the motion, motion passed.
The Selectmen also voted to waive the Inventory Penalty Fees on the following people:

There will be a Public Hearing October 11, 2006 at 5:00pm about re-classifying roads. If you classify a road as a Class 6 road then you can declare them as Emergency Lanes and then you don’t have to reclassify the road as Class 5.
Mrs. Caron signed the contract for Goulet Communications and sent the check to them.
Stanley Hammond came in to explain to the Selectmen about how his water bill is $400.00 this quarter and his sewer bill was $800.00 this quarter. His bill is normally the minimum of $53.00. placeCityStanley said Kevin McKinnon went into the house to look at the meter, and it was unhooked. Mrs. Caron went back to 2001 and the bills for water were 2100cubic feet, 900 cubic feet, and 800 cubic feet. The new bill that he just received was 356,000 cubic feet. He has had a plumber look at everything and there are no leaks.
The Selectmen decided that Stanley will not accure interest on the $1,300.00 bill, but that he should pay the minimum this time, they will go out and read the meter again in October and then average it out and if it is more than the minimum, he will pay the extra.
Chief Cass came in to let the Selectmen know that there are counterfeit traveler’s checks, postal money orders, and Walmart money orders circulating around town.
Chief Cass also wanted the Selectmen to know that he applied for a North Country Prosecutor through the Tillotson Grant. He also applied for a grant for a radar board and a radar gun.
Mrs. Caron discussed with the Selectmen a court order that was served to the Town from Rex Jacobsma, the court date is November 2, 2006. He doesn’t agree with his assessed value.
Mrs. Caron told the Selectmen that Sheila received the grant that she was working on for record preservation. The people are coming in October to take a tour and look at our records and they will be back in November to discuss their recommendations with the board.
Chester Grover received a letter from the Planning Board about too many cars being on his property.
Portland Natural Gas is willing to come to Colebrook to train the Fire and Police Departments.
The Selectmen discussed the Town Personnel Policy, Mr. Dumaine did not have his changes with him, but Mr. Rappaport had his changes they were as follows:
Employee Expenses: Page 9 change the mileage rate to the Federal Rate.
The Police Dress Code: should be at the discretion of the Police Chief.
Comp Time: Is okay.
Insurance & Retirement: Add a line that says officials can pay for it.
The Selectmen agreed with Mr. Rappaport’s changes, but would like to discuss this further with Frank’s changes at the next Selectmen’s meeting.
Dan & Leslie Eldridge asked Mr. Lamontagne about Senate Bill 76, which would allow them to get certain abatements. Mr. Rappaport thought that this Senate Bill ran out in April of 2006 instead of April of 2005. The Town of placeCityColebrook adopted this bill and we can do something about it until 2010. The Town choose 100%. Mr. Lamontagne talked to Fred King and Mr. King said that the description of the bill on the Internet was wrong. Mr. King also suggested that Mr. Lamontagne talk to Eric Stohl to have this solely for placePlaceNameCoos PlaceTypeCounty.
Mr. Dumaine brought up that someone asked him about putting a sidewalk on addressStreetDumont Street.
Mr. Lamontagne made a motion to accept the September 13th minutes, Mr. Rappaport seconded the motion, Frank agreed, motion passed.
