Selectmen’s Meeting
September 13, 2006

Members Present:  Frank Dumaine, Beno Lamontagne, and Larry Rappaport.

Others: Donna Caron, Heidi Lawton, Claire Knapper, Donna Jordan, Tom LoPizzo, and Kim Bielecki.

The Selectmen signed all vouchers and manifests.

Tom LoPizzo from the placeCityLocal CityGovernment PlaceTypeCenter came to speak about our participation in the different programs that we have participated in and the services we have used.

The placeCityLocal CityGovernment PlaceTypeCenter is trying to develop an approved Health Savings Account; they currently have a Flexible Spending Account.  

Kim Bilecki asked if our Selectmen were on our Health Insurance Plan and Mrs. Caron told her it was elective.  Currently, only Mr. Rappaport subscribes.

Mrs. Caron talked to Underwood Engineers and asked them to complete a Water Rate Study along with everything else they are doing for the Town.  The Selectmen will review these proposals and sign them later.

The Selectmen approved the July 26, August 9, and August 30 minutes.  Mr. Lamontagne made a motion to accept these minutes, Mr. Rappaport agreed, motion accepted.

Dave Goulet talked to Mrs. Caron, prior to our meeting regarding a new Phone System; there will be seven lines coming in and voice mail with the new system.

It was discussed, that a true noise ordinance requires specific language defining the decibel levels that constitute a nuisance and the Police would need meters to enforce it.

September 24, 2006 from 1:00pm-4:00pm, the CityplaceUpper CityConnecticut PlaceTypeValley PlaceTypeHospital is having a tour of their new operating suite.  Everyone is encouraged to attend.

Mr. Lamontage discussed Irene Bean’s problem with silt and dirt coming onto her land.  Mrs. Caron and Mr. McKinnon went and looked at this problem, the neighbors have a silt fence up, and it has captured all the silt and dirt and is not bothering her.  Mr. McKinnon told Mrs. Bean that she needs to put in a culvert, and she said she would not do it, so Mr. McKinnon told her that the Town would put it in if she paid for the culvert.  Mrs. Caron explained to Mrs. Bean that they could make a berm that would help the water problem.  Mrs. Bean said she has already replaced a culvert once.  Mrs. Caron and Mr. McKinnon left it that Mrs. Bean was supposed to talk to her husband about this and get back to them.

David Lawton will need to be called again to find out how much he would charge to take down all the trees, grind the stumps, and do clean-up.  

The Selectmen decided that the trees would be cut down now, but that the stump grinding would not be done until summer.

Mr. Lamontagne made a motion to cut down all the trees in the Legion Lot with David Lawton doing the job, Mr. Dumaine seconded the motion, Mr. Rappaport opposed without prejudice, motion passed.
