Selectmen’s Meeting
August 30, 2006
Members Present: Frank Dumaine, Beno Lamontagne, and Larry Rappaport.
Others: Donna Caron, Heidi Lawton, Kevin McKinnon, Claire Knapper, Irene Bean, and Chief Steve Cass.
The Selectmen signed all vouchers and manifests.
Mr. McKinnon discussed HydroSource drilling a production well. He talked to Claude from HydroSource this morning and it will be about 20% more than before. The production well price is for drilling a 10inch borehole.
Frank Underwood from HydroSource will be here tomorrow to discuss the Feasibility Study.
Water main repairs on addressStreetParsons Street and addressStreetPleasant Street.
Sheldon Gray and Daniel Hebert: $165,000.00 water main crossings/ $761,000.00 for retaining wall.
Mrs. Caron and the board discussed the retaining wall by Howard’s Restaurant. Is this something the Town should repair? What effect would that have on the First Colebrook Bank? (They wanted the Town to pay $70,000 towards the rock rip rap promised them by George Gould) Mr. Rappaport would like Mrs. Caron to run this by Bernie Waugh.
The Board wanted to know what had happened with the Pre-Application for water and sewer projects through DES. Mrs. Caron sent in the application this week.
The Selectmen opened several bids:
Painting of Highway Trucks. Vortex (Jeff Bailey) is the only one who bid. This would be for two 10-wheelers.
$1,500.00 a piece just painted.
$3,210.00 sandblasted and painted.
Mr. Lamontagne made a motion to go with Vortex, Mr. Rappaport seconded the motion, Mr. Dumaine was in favor, motion passed with full board vote.
Winter Sand Bids:
CityplaceColumbia Sand & Gravel: 2.95 a ton.
Clark Jeffers: 3.25 a yard out of placeClark’s Pit.
3.75 A yard out of Patterson’s Pit.
Mr. Lamontagne made a motion to go with Clark Jeffers out of Patterson’s Pit; Mr. Rappaport seconded, Mr. Dumaine agreed, motion passed with full board vote.
For the Coal Ash Project that UNH is doing, Mr. Rappaport would like a guarantee from UNH that if there is any contamination, they will be responsible for cleaning it up, before he agrees to this.
Legion placeLot Tree Cutting:
Kevin marked the trees that he feels should come down. These are the bids:
Brad Montague: $4,280.00 to take down all 13 trees, clean up, and stumping.
$1,985.00 to take down seven trees and stumping. (No clean-up)
$2,295.00 to take down six remaining trees and stumping (No clean-up).
David Lawton: $1,350.00 to take down six Spruce Trees and clean up.
$2,800.00 to take down all the trees and clean up.
The Selectmen want to know before they vote if David Lawton’s bid includes stumping the trees or not. Mr. McKinnon will call Mr. Lawton to see what he says.
The Class VI roads are hard on our equipment. Mr. McKinnon says that the equipment needs to be replaced. The culverts are all getting old and will need to be replaced. There will possibly be a public hearing on this issue.
Chief Steve Cass came in to let the Selectmen know that there are no more problems with Titus Hill. Mrs. Caron would like Chief Cass to patrol addressStreetPiper Hill Road now.
Irene Bean came in to say that she has lost some of her property to ditching. The run-off is coming onto her property. The trees are not living, and it is nothing but silt everywhere. addressStreetStevens Hill Road is bad; it is all rocks and trees falling down. Mr. McKinnon and Mrs. Caron will look at the problems tomorrow morning. Mrs. Bean asked about people going to the burn pit. The man that is building a house on addressStreetStevens Hill Road dumped 15 to 16 loads of brush at the burn pit.
On Stanley Hammond’s water bill, Mrs. Caron did a study of the usage and when Linda Porreca moved out, some how the water meter was disconnected. Mrs. Caron says there is no way two people could use that much water. (5000 cubic feet) Are the Selectmen going to make him pay this bill? There was also a problem on Eddie Carrier’s water bill, it was very high this billing period and he checked for leaks and there was nothing.
The Selectmen would like Stanley Hammond and Eddie Carrier to come to the next Selectmen’s Meeting and tell the Selectmen why they should not have to pay this bill.
Mrs. Beauchemin sent the Selectmen a memo for voting, she needs someone there from 12:00 to 1:00pm and someone to help at close. Mr. Rappaport said he would do the 12:00 to 1:00pm and Mr. Dumaine said that he would try to help at closing time.
One of the steps to get our tax rate set is for the Town to fill out the MS Forms, so Mrs. Caron would like the Selectmen to sign the form.
Fuel Oil Bids:
C.N. Brown: $2.424 per gallon for #2 fuel.
$1.799 per gallon for propane.
Lewis Oil: $2.649 per gallon for #2 fuel.
Rymes: $2.39 per gallon for #2 fuel.
$1.52 per gallon for propane.
Mr. Lamontage made a motion to accept Rymes, Mr. Rappaport seconded the motion, Mr. Dumaine agreed, motion passed with full board approval.
The Board received a letter from EPA saying the Town now has a new permit for the lagoons.
NHDOT sent us a map of the Route 26 projects impact on wetlands.
Mrs. Caron wrote a letter to James Alton telling him that Dr. Soucy, the town Health Officer, will be looking at his property. This is regarding animal droppings on his property.
Mrs. Caron told the Selectmen about the Law Lecture Series that was coming up.
Mrs. Caron read a memo about a man on addressStreetEast Colebrook Road that had a deeded Right-Of-Way, he came up one weekend, and the neighbor had cut all kinds of trees on his land. A Mr. Bordonaro filled out his Intent to Cut, but he did not put a map and lot on the Intent..
Mrs. Caron read a quote from Dave Goulet for a new phone system for the building. The quote was for $6,865.00. Mr. Lamontagne made a motion to accept the bid from Dave Goulet with the exception that Mrs. Caron have four lines for voice mail instead of two. Mr. Rappaport seconded it, Mr. Dumaine agreed, motion approved with full board approval.
