Selectmen’s Meeting
July 12, 2006
Members Present: Frank Dumaine and Beno Lamontagne.
Others: Donna Caron, Heidi Lawton, Donna Jordan, and Steve Cass.
Selectmen signed all vouchers and manifests.
Police Chief Steve Cass came in to explain to the Selectmen how he and his officers have been patrolling Titus Hill. He also let the board know that the Tahoe needed new tires.
Mrs. Caron sent out letters for bids on Auditors this year. NH Municipal suggested changing the Auditors every couple of years. Dineen and Crane will be the new Auditors for this year. The Selectmen signed a letter giving Dineen & Crane permission to get previous information from Vauchon, Clukay, and Co.
Mrs. Sheila Beauchemin still has some civil forfeiture to give the police for people who have not registered their dogs. Mr. Lamontagne made a motion to let the police serve the forfeitures, Mr. Dumaine seconded the motion, motion approved.
The Selectmen signed doom age letters.

Mrs. Beauchemin is giving an Election Seminar next week for the Town.
Mrs. Caron called Dave Goulet to get a quote on a new phone system. The price quoted was $6,865.00.
North Country Council Meeting will be October 19th at 5:00pm at the Maplewood Country Club & Hotel.
Mrs. Caron talked to NH Municipal Attorneys regarding a neighborhood code for Titus Hill residents. The residents of Titus Hill received three-month abatement for the start of the project. The Neighborhood code in StateplaceBerlin was 5% to 15%. Paul Sanderson told Mrs. Caron that even if the Selectmen did make a vote, they have the right to change their minds. Right now, the tax bills are going out with the 5% to 15% evaluations on them, but that can be changed for the second bill. Frank would like the Assessors at our July 26th meeting in case the Titus Hill residents have any questions.
Mrs. Beauchemin gave Mrs. Caron a memo from The Planning Board to give to the Selectmen to enforce a problem at James Alton’s property. His neighbor thinks that his horses’ manure is running into his spring. He also does not like the idea of the horses and people living in the same building. They also have a portable horse fence that is 5ft high. They did not get a permit for the portable fence and they need to. Dr. Soucy will be sent out, but if he feels that there is no problem, then it is just a civil issue.
Mr. Lamontagne made a motion to approve the June 14 & June 28th minutes, Mr. Dumaine seconded, motion passed.
Mr. Lamontagne made a motion to go into Executive Session on a personnel issue, Mr. Dumaine seconded, motion approved.
Mr. Lamontagne made a motion to come out of Executive Session with no finding on a personnel issue (the discussion was only an update on an existing situation), Mr. Dumaine seconded, motion approved.
Mr. Lamontagne made a motion to adjourn, Mr. Dumaine seconded, motion approved, meeting adjourned.
