Selectmen’s Meeting
June 28, 2006
Members Present: Larry Rappaport, and Beno Lamontagne.
Others: Donna Caron, Heidi Lawton, Kevin McKinnon, Claire Knapper, and Matthew Elliott.
Selectmen signed all vouchers and manifests.
Mrs. Caron explained to the Selectmen what the school wants to do at PlaceNameplaceBeaver PlaceTypeBrook PlaceNameFalls. Mr. Rappaport would like to know if the water company is okay with that. Because to his understanding, the water company is not. The State wants to protect the watershed. The school wants to take the land for mitigation. Mr. McKinnon would like to see it benefit the water company.
After the last meeting at the Landfill, Geo Insights proposed to put in a 300-gallon storage tank and if that does not work, they would get a bigger one. They need thermometers on everything. Mr. McKinnon kept telling them that it was not going to work, so he went to see Daniel Hebert. Daniel Hebert gave him a proposal of (11,505.00). New England Waste will pay to have that fixed.
School Board Meeting will be July 18, 2006 at 7:00pm at the PlaceNameplaceColebrook PlaceTypeElementary School.
Mr. McKinnon explained that the Town received a permit to cut on the Reservoir Lot.
The Riverbank Stabilization Project is done. This fall they will do some tree planting.
Mr. McKinnon would like a laptop for the landfill and laboratory. He has checked at Gateway, Lazerworks, Dell, and Hewlett Packard. It had to be compatible for placeVISTA. It also has to have a way to add memory. IBM (Lanovo) is the best in Mr. Rappaport and Mr. Lamontagne’s opinions. It has o have a hardware compatibility list.
The Town has a contract with Pike. They would pave the town parking lot, municipal parking lot, and patch addressStreetTitus Hill Road. If FEMA gives the town money for the flooding, we might be able to pave more.
Daniel Lynch has an open-top 50-yard container. Mr. McKinnon would like to buy it but he does not have any money now. It is $4,500.00, which they believe is a good price.
Mr. Lambert is allowing the trucks to park at his land on Titus Hill. They would be going up at night sometimes.
The turn-off by Poulin’s in CityplaceStratford is 30% owned by the State. Mrs. Caron has asked Manny Poulin if the trucks could park there, he said no. Mr. McKinnon said legally we have no right to stop the trucks from going up Titus Hill. The Town could put a time limit on the road, but it would be for everybody.
Kevin Roy was trying to stage the trucks. There are 10 to 15 trucks that stay overnight. The trucks going to the Landfill are not allowed to go to the Landfill if they do not have a tarp on the back.

Jack Riendeau’s lot at the bottom of addressStreetPiper Hill Rd.
Matthew Elliott came in to talk to the Selectmen about putting up Speed Limit signs on addressStreetEast Colebrook Road. He asked Mr. McKinnon, who maintained the beginning of the road in the winter? Mr. McKinnon said the State and Town fight about that. Mr. Elliott said that across from his driveway there is a tree in the ditch. Mr. Elliott would like speed limit signs and blind curve signs put up.
Mr. Lamontagne made a motion to put up some speed limit signs on addressStreetEast Colebrook Road and addressStreetDiamond Pond Road, Mr. Rappaport seconded the motion, motion passed.
Mr. Rappaport made a motion to go into Executive Session; Mr. Lamontagne seconded, Mr. Dumaine agreed, motion passed.
Mr. Rappaport made a motion to come out of Executive Session with no decision made, just an update on an issue, Mr. Lamontagne seconded, Mr. Dumaine agreed, motion passed.
