Selectmen’s Meeting
June 14, 2006
Members Present: Frank Dumaine, Larry Rappaport, and Beno Lamontagne.
Others: Donna Caron, Heidi Lawton, Kevin McKinnon, Steve Young, and Frances Haynes.
Selectmen signed all vouchers and manifests.
Kevin McKinnon told the Selectmen that on Saturday when they were working on addressStreetRoaring Brook Road, the front brakes on the Payloader broke. Mr. McKinnon also had to replace two tires on the Backhoe.
The Selectmen signed a consent to change our supplemental insurance form AFLAC to Colonial.
Mr. Dumaine said that placeNorth Conway is widening addressStreetMain Street and there are some businesses closed. He suggested that Donna talk to their Town Manager to see what they are doing to help their businesses while this project is going on.
Mr. McKinnon explained to the Selectmen what happened on Saturday night. The Public Works Department could not get to addressStreetRoaring Brook Road. Then on Sunday, the Public Works Department worked all day and were able to restore one-lane traffic. Mrs. Caron explained that people are upset because they have property damage and we cannot offer any help to fix the damage. Mr. Cummings would like us to help fix the damage done on his property on addressStreetRoaring Brook Road. Mr. DeMaio understands that the town insurance will not cover anything.
Mrs. Beauchemin, the town clerk, received a letter from the State, and wanted to make the Selectmen aware that a representative will be coming to do a Community Service visit on June 29, 2006 at 9:00am.
Mr. McKinnon explained to the Selectmen about a huge crack in the cement wall at the rear of Howard’s Restaurant. It needs to be fixed immediately, it is settling underneath. In addition, due to Saturday night’s floods, a water main on addressStreetParsons Street broke and needs to be fixed as soon as possible.
Mrs. Beauchemin gave the Selectmen her annual list of people who have not yet registered their dogs. She would like to know if she can give the list to the police or not for civil forfeitures. Mr. Rappaport made a motion to give the list to the Colebrook Police Department, Mr. Dumaine seconded the motion, motion passed. List to be given to the Colebrook Police Department.
The Selectmen discussed Mike Sills’s project. Mr. Rappaport made a motion to accept Mike Sill’s Research Project with the condition that the Town of Colebrook has no liability, Frank seconded the motion, motion passed. Project accepted.
Mr. Lamontagne made a motion to accept Underwood Engineers for the water project, Mr. Rappaport seconded the motion, motion passed.
Mrs. Caron mentioned that the Town had not received any bids for a dispatch frequency.
Mr. Rappaport made a motion to buy an FM plug-in power line and intercom to go between dispatch and the conference room, Mr. Lamontagne seconded the motion, motion passed, a FM plug-in power line and intercom will be purchased. Mrs. Caron is to talk to Dave Goulet for a new phone system.
Steve Young came in to talk to the Selectmen about an Inventory of the Town Roads. They looked at the roads last winter and the reports just came out. Greg Placy looked the reports over and made comments. Mr. Young gave the Selectmen Greg’s comments and the report to look over and they can give feedback to him.
Mr. Rappaport made a motion to accept the May 10 and May 24 minutes. Mr. Lamontagne seconded the motion, motion passed, minutes approved.
Frances Haynes came in to ask about the abatements that may be given to the Titus Hill residents. Mrs. Caron explained that we had talked about 5, 10, and 15% off the value of their property in the beginning. The residents of Titus Hill would like us to start at 50%. country-regionplaceFrances asked how much her taxes would go up and Mrs. Caron said .17 cents per thousand, but if addressStreetMain Street does their project, it would be between $3.00-$4.00 per thousand. Mr. Lamontagne told Mrs. Haynes that many people have asked him about this.
Next Selectmen’s Meeting is on Wednesday, June 28, 2006 from 3:00-5:00 and the Public Hearing will be at 7:00pm, if Mrs. Caron can get the cafeteria at the school.
