Selectmen’s Meeting
May 24, 2006
Members Present: Frank Dumaine, Larry Rappaport, and Beno Lamontagne.
Others: Donna Caron, Heidi Lawton, Donna Jordan, Claire Knapper, Kevin McKinnon, Bill Sambito, Phil Arel, John Fothergill, and Chester Wentworth.
Selectmen signed all vouchers and manifests.
Phil Arel from the NH Court System brought a new lease agreement up for Mrs. Caron to sign. Mr. Rappaport made a motion to certify Mrs. Caron to sign the agreement, Mr. Lamontagne seconded the motion, motion passed. Mrs. Caron asked Mr. Arel about if the Town has to put in a handicapped entrance or not. Mr. Arel explained that they are becoming strict about handicapped entrances in most Courtrooms.
The Selectmen went into Executive Session on contract negotiations. Mr. Rappaport made a motion, Mr. Lamontagne seconded the motion, motion passed.
Mr. Rappaport made a motion to come out of Executive Session, Mr.Lamontagne seconded, motion passed.
Mr. McKinnon came in to talk with the Selectmen. He said that Dr. Field from the PlaceTypeplaceUniversity of PlaceNameMaine and from the Connecticut Joint River Commission needs some
trees to line the riverbank, the root bank of the trees help with erosion. He needs about a dozen trees 20ft high and 20 in through.
The State has set aside $140,000.00 for the PlaceNameplaceWashburn PlaceTypeBridge as long as the Town pays $41,000.00. Mrs. Caron feels that the PlaceNameBlakely PlaceTypeBridge needs repair more than the PlaceNameplaceWashburn PlaceTypeBridge.
The Selectmen and Mrs. Caron decided to go look at the PlaceNameplaceBlakely PlaceTypeBridge on May 30, 2006 at 4:30pm.
Titus Hill People Meeting:
Betty Frizzell, Linda Masewic, Parker Hicks, Teri Rosi, Bill Laramee, Mike & Sharon Grandmaison, Dawn Hall, Kenny Knapper, Monda & Joe Anderson, Samuel & Joan Bird, Loretta Adams, and Wayne Hall.
Mrs. Caron explained to the residents of Titus Hill that people have called and offered to buy people’s houses. Some people are not happy that the Titus Hill people are getting a tax break.
Betty: I have noticed trash more, plastic bags.
Bill: My mom and I used to pick up trash along the road but someone has been picking up the trash.
Kenny: Why do you always blame the locals?
Bill: The people from Mostly Muffins are picking up the trash.
Teri: The people from Mostly Muffins also commented on how bad Titus Hill looks now.
Larry: My place is bad also; there are bottles and cans everywhere.
Beno: Can we talk to Casella about picking up trash more than twice a week?
Teri: There are trucks going up there totally uncovered.
Larry: That is illegal.
Kevin: They have a mesh cover that goes over them.
Bill: I have seen some partially covered. We need to get a better understanding of when the trucks can be up there.
Kevin: At 3:00pm, the scales close. Therefore, if a truck goes up at 3:30pm it will wait until the next day.
Bill: One day this week a truck came does at 4:00 or 4:30 pm.
Kevin: You may have 6 to 8 trucks waiting to unload; they can only unload two at a time.
Bill: There are a few trucks still going up High Street late.
Betty: Where do they go?
Kevin: the trucks should not be going up late; we will post a sign by the scale shack about this.
Kenny: Everyday the trucks are a little bit later and later.
Teri: What about the trucks with the mesh backs?
Larry: These are legal; they have to go by DOT law. I am surprised by the trucks being uncovered. Scott Stephanian is always on Route 3 checking trucks.
Loretta: Unless they unroll at the bottom of the hill.
Larry: Why would they do that? I go up 2 to 3 times a day to check and they back in to unload and someone rolls back the mesh.
Donna: Do they have floors?
Kevin: No, they unroll the mesh because trash would be caught.
Betty: Thank you for the police presence. Have they arrested anyone? I followed someone the other day, I was going 25 and they left me in a cloud of dust.
Bill: I believe Rocky asked about the pothole last time.
Kevin: It will be fixed and the only by Betty’s & Kevin’s house. I was waiting for Pike to open up; we may have to go to Gorham to get pavement mix.
Loretta: Have you come up with a number for my property?
Donna: Not yet, but you will be done.
Betty: Is Bolens supposed to be hauling on Sundays?
Kevin: Yes
Teri: He goes by at least 8 times a day.
Kevin: He has to run at least 6 to 8 times a day.
Bill: I am happy with the Truck Drivers; they are parking between my house and Bill Brook’s house, which is much safer. They are being great about safety.
Donna: When would the board like a Public Hearing?
Larry: Anytime at night, not on a Selectmen Meeting night.
Betty: Maybe when school is out.
Teri: You could contact Ryan Eames about that.
Donna: Sometime between the 12th and 14th. We have meetings the 14th, 16th, and 28th. The 20th, which is a Tuesday?
Larry: Stress this will affect the taxes.
Betty: Can you run the ad for a couple of weeks so that people can have it?
Sam Bird: The Public Hearing is for what exactly?
Donna: If I give the Titus Hill people 50%, then when the addressStreetMain Street businesses do the addressStreetMain Street project, they will want 50% also. This would be 7.5 million dollars.
Sam Bird: What about the people on addressStreetPleasant Street, did they ever get anything?
Donna: No, they did not.
Larry: We are under extreme pressure and we want to do what is right for everybody. We run a risk of how to finance addressStreetMain Street when that project will be done and those people could argue that we are messing with their livelihood. We are leery about setting a precedent. We have asked State Agencies and they say not to give any kind of break.
Teri: I think the backlash is from not doing this at a Public Hearing.
Bill: I appreciate everything the Town is doing. When my Dad worked at Ethan Allen, they dumped stuff into the Landfill. I appreciate the information we are getting from the Town.
Kenny: Do I need to do another abatement form?
Donna: It depends; we should still have your abatement form.
Heidi: At the last meeting, you told him he did not need to do another abatement form.
Joe: Do you have a chart on how this percentage is given?
Donna: Fifty percent is not what they are necessarily going to get, it is what they are asking for.
Kenny: Didn’t we ask for the evaluations to start at 50%?
Donna: Some wanted it that way, some wanted it 50% across the board.
Joe: Who came up with that?
Donna: The assessors, we came up with a neighborhood code.
Joe: So you are not going with the 20%.
Donna: We are going to ask the taxpayers of Colebrook.
Claire: Are the assessors going to be there?
Donna: No, they will charge for this.
Betty: I think they should be there.
Donna: Okay, if you want them there, I will see how much they will charge you, the taxpayers.
Wayne Hall: I just got here and I did not know if these issues were already answered yet: speed limit signs and what time can they do up and down.
Beno: These questions have already been asked.
Kevin: The trucks can go from six to six.
Bill: If the scales close at 3:00pm, why are they still up there?
Larry: The trucks are weighed twice, once loaded, once not.
Kevin: The trucks might come down at 4:00 or 4:15pm.
Donna: Part of the reason they do not come down until 4:00 or 4:15 is because if they are already up there at 3:00pm, they will weigh all the ones up there and then send them down.
Sam: I think the biggest consideration besides those people’s misery is setting a precedent.
Donna: I want to thank you all for coming in.
End of Titus Hill Meeting.
Mr. Chester Wentworth came in to talk about the bridge near his house, the PlaceNameplaceBlakely PlaceTypeBridge. He says that heavy trucks have been on it and the ATV’s and they are ruining the bridge. The railings are gone and it is dangerous. Mr. Wentworth thinks it should be shut down. He feels that it is a danger and safety issue.
Bill Sambito and Dr. John Fothergill came in and would like an abatement of taxes on the PlaceNameplaceNorth Country PlaceNameCommunity PlaceNameRec PlaceTypeCenter. Dr. Fothergill said that the placePlaceNameRec PlaceTypeCenter brought in jobs and a place for the kids to go. Mr. Lamontagne explained that the gentlemen down on addressStreetBromage Drive were bringing in jobs and that he saved the taxpayers million of dollars.
Mr. Rappaport made a motion to abate the taxes for 2005 & 2006 for the PlaceNameplaceCommunity PlaceNameRec PlaceTypeCenter, Mr. Lamontagne seconded the motion, motion passed.
Each year the PlaceNameplaceNorth Country PlaceNameCommunity PlaceNameRec PlaceTypeCenter will have to show the Selectmen Financial paperwork to prove they are a non-profit organization.
The people that bought Clarkeies would like a water line put in. They have been on private water and sewer and now they would like to be put on Town water and sewer. The Town would run the line across Route 145 and down. The Town would do it at cost and give them a year to pay the amount. The amount would be $3,000.00. Mr. Rappaport made a motion to allow the Town to put in water and sewer and let them have a year to pay the $3,000.00, Mr. Lamontagne seconded the motion, motion passed.
The Selectmen voted on the April 6, 12, and 26th minutes. Mr. Rappaport made a motion to approve with some word changes, Mr. Lamontagne seconded, motion passed.
Mr. Rappaport made a motion to adjourn the meeting, Mr. Lamontagne seconded, motion passed, meeting adjourned.
