Selectmen’s Meeting
April12, 2006
Members Present: Frank Dumaine, Larry Rappaport, and Beno Lamontagne.
Others: Donna Caron, Heidi Lawton, Donna Jordan, Joseph Burchard, Mr. Rowell, Kevin McKinnon, and Steve Cass.
Mr. Burchard came into the Selectmen’s Meeting to say that the Police are doing a great job with the truck situation. There are some kids that are speeding around the island by his house. Mr. Rowell said that late last fall he was having some problems with some youngsters and he feels that in retaliation for him reporting them to the police, they threw a rock at his house last Friday night. There is a juvenile that went to court for this but he feels that now he has friends helping also. He has filed a complaint with Donna this week and this new juvenile has spun his tires and gone up the bank sideways, being loud and revving his engine. The noise is so loud it is rattling his windows. Mr. Burchard and Mr. Rowell feel that these people are doing this on purpose. Mr. Rowell would like to know if
there is an ordinance for this. Chief Cass explained that there is not an ordinance right now. Mr. Rowell also stated that there is no speed limit sign on the road, which makes the speed limit automatically 35 mph. The speed limit is 30 mph on Route 3. He also suggested speed bumps, maybe just in the summer months. Mr. Rowell feels 25 mph would be great for that stretch of road. Mr. Burchard would like to know what to do about Route 3, getting the speed limit changed? Mr. Lamontagne suggested talking to Greg Placy.
Mr. Burchard said he can see out his window and see all of addressStreetMain Street and that last summer some people almost got run over. Mrs. Caron said that the police have decided that when they see groups of children together they would break them up. Mrs. Caron said she will check with NH Municipal on an ordinance for the kids riding around.
Mr. Rowell had a problem with a truck parked on the sidewalk in front of his house and his whole house smelled like diesel fuel. Mrs. Caron has tried to find parking for the trucks at Blue Mountain Variety and Renaud Grandmaison’s lot. Mrs. Caron will talk to Greg Placy about the pullouts along Route 3. Mrs. Caron also thought about the Ames Parking Lot in Groveton. Donna Jordan will give Mrs. Caron the name and number of who owns that lot. Mrs. Caron has sent notices to the Landfill to tell the truckers not to park at Ideal Auto, Town Officials are working on finding parking for trucks. Mr. Burchard feels that he and Mr. Rowell should get abatements on their property taxes like the residents of Titus Hill. Mr. Rappaport explained that the people on the other end of town have it the worst
with the Jake brakes. The legal aspect of it is that if a trucker does not use a Jake brake, then that is giving them permission to speed. If they run over someone and say it is because they were not allowed to utilize their jake brake, the town might carry some of the liability. placeStateBerlin has an ordinance in effect.
The Selectmen and Donna stressed that they had no idea that this would be happening with the trucks.
Mr. James Stewart came in to be sworn in as a Zoning Board of Adjustment member. Mr. Tim Stevens also came in to be sworn in as a Zoning Board of Adjustment member.
Mr. Lamontagne asked the Police Chief if there have been any more problems on addressStreetTitus Hill Road. The Chief said no. Mrs. Caron said that there is an RSA that says you have to do an Engineering Study or traffic study on the road before reducing the speed limit.
Mr. McKinnon said the tour of the landfill went well. Mr. Lamontagne said that the people he talked to thought the town was great. Mr. McKinnon feels that maybe in a year we would be able to shut down the plume system.
Mr. Rappaport said they will be adding 16ft to the tower that is at the Landfill. That will drop the tower’s survivability to 80%.
The Selectmen signed all vouchers and manifests.
Mr. Lamontagne made a motion to adopt RSA 31:105 so that we Indemnify the Town Officials, Mr. Rappaport seconded the motion, motion passed.
Dr. Soucy accepted a plaque for the town on behalf of his efforts in fighting smoking.
Mr. David White was the only person that bid on the Roadside Mowing and Street Sweeping. The mowing bid was for $4,500.00 and the street sweeping was for $4,000.00.
Mr. Rappaport made a motion to accept David White’s bids for street sweeping and roadside mowing, Mr. Lamontagne seconded the motion, motion passed.
Mrs. Caron told the Selectmen about Avitar putting the town’s tax information on line; without our permission. Mrs. Caron would like to know if the Selectmen would like this online or not. The matter was discussed but no decision was made.
Mr. Lamontagne made a motion to accept the February 2, February 28, and March 21st minutes, Mr. Rappaport seconded the motion, motion passed.
