Selectmen’s Minutes


Selectmen’s Meeting
March 21, 2006

Members Present:  Larry Rappaport and Beno Lamontagne.

Others: Donna Caron, Heidi Lawton, Donna Jordan, Clarie Knapper, Janey Pryor, Ellie Gooch, Jim Tibbetts, Kevin McKinnon, Roland Cotnoir, and Steve Cass.

Mr. Beno Lamontagne was sworn in as new Selectmen.

Claire Knapper brought up the fact that there were complaints about the Landfill trucks parking at the bottom of addressStreetTitus Hill Road with the engines running.  Kevin McKinnon said that there would be a noticed posted at the Landfill to tell the driver’s not to do this.  

Mrs. Caron and the Selectmen, decided that the first and third Tuesdays of the month at 3:00PM would be the best time to have Selectmen’s Meetings.

Charlotte Biron has applied for a Blind Exemption, the Selectmen signed the forms.

Mrs. Caron showed the Selectmen an abatement form for the Gooch’s Store (Hill’s).  The Assessors had it appraised too high.  The Selectmen decided to look over the information and decide at the next meeting.

Mr. Carroll Jackson looked at the Town Report and told Mrs. Caron that there were errors in the Library Budget.  Mr. Jackson would like a meeting with the Town, the Library Trustees, and the Selectmen.  Mrs. Caron will call Mr. Jackson to set up a meeting.

The Selectmen signed the Budget that was voted on at Town Meeting; Mrs. Caron will mail it to the State.

The Selectmen signed a Forest Warden Voucher for mileage for Phil Ducret and Bobby Lawton.

The Selectmen signed an Intent to Excavate for Bruce Hawes.

The Selectmen signed all vouchers and manifests.

Jonathan Frizzell wanted to make sure that the Town’s Insurance would cover him if there were a lawsuit.  He feels as moderator, that he would be named first in a lawsuit.  Mrs. Caron will call the Insurance Company to see about this matter.

Connie Jackson and Dave Woodward came in to talk with the Selectmen about updating our tax cards more frequently and updating the base value of land.  Dave and Connie estimated that we were at an 89% fair market value right now.  Connie would like to know if the Town would like to do a statistical update.  Mrs. Caron recommends that we do this.  Mr. Rappaport made a motion to allow Avitar to do a statistical update, and to see a comparison of Avitar’s current use and Camilla’s, Mr. Lamontagne seconded the motion, motion passed.

Mrs. Caron and the Selectmen discussed the resident’s of Titus Hill’s abatements.  Mr. Rappaport made a motion to let the resident’s of Titus Hill decide whether they would like a check or an abatement on their taxes without going through the abatement process.  Mr. Lamontagne seconded, motion passed.

Mrs. Caron mentioned that she would like ads put in the paper for Street Sweeping, Sanding, and Transfer Station closed on Easter.

Mr. Tom Brady and Mr. Bing Judd would like to use the placePlaceNameWilliams PlaceNameBuilding for an Alzheimer’s Day Care and there is another woman who would like to use it for troubled children if possible.  They would use the building two days a week.  The placePlaceTypeCounty PlaceNameDelegation was given $10,000 for this Adult Day Care Program.

Mr. Rappaport made a motion to adjourn, Mr. Lamontagne seconded the motion, motion passed.  Meeting adjourned.
