Selectmen’s Meeting
February 28, 2006
Members Present: Greg Placy, and Larry Rappaport.
Others: Donna Caron, Heidi Lawton, Donna Jordan, Claire Knapper, Jack LaPerle, and Al Griffin.
Mr. Jack LaPerle came in to talk with the Selectmen about an incident concerning one of his tenants. Kids were threatening the tenant, who is a new teacher in town, and then slashed her tires. Mr. LaPerle would like to see his tenant compensated for any damages to her vehicle. Chief Cass said that there are three girls that admitted to slashing the tires, and they will be charged and taken to court. Chief Cass believes that full restitution will be made.
Mr. Albert Griffin came in to talk to the Selectmen about the people that live across the street from him on addressStreetFish Hatchery Road. He said there are at least 8 horses, 4 dogs, and some cats and that they only live on 2.5 acres of land. He is concerned that when the snow thaws there is going to be a problem with horse manure going into Ed Laverty’s and his spring. He said they dumped a load of firewood on his property, and they would not remove the wood. The Colebrook Police have talked with them and they removed the wood. He would like to know if they are going to be hauling off the manure. Mrs. Caron said that she would find out and get back to Mr. Griffin.
Chief Cass discussed ordering a rifle with the Selectmen. The company that Frank wanted him to go through was more expensive than Ducret’s. Therefore, Chief Cass has decided to go with Ducret’s. Mr. Rappaport made a motion to go into Executive Session on a police issue, Mr. Placy seconded, motion passed.
Mr. Rappaport made a motion to come out of Executive Session on a police issue with no decision made, with the minutes sealed, Mr. Placy seconded the motion, the motion passed unanimously.
The Selectmen reviewed a letter from the Main Street Committee approving and agreeing to the addressStreetMain Street program’s by-laws. Mr. Placy signed the letter of approval. Mr. Rappaport made a motion to approve the program, Mr. Placy seconded, motion passed.
The Selectmen discussed abating the Community Rec Centers taxes. Mr. Rappaport made a motion for the pool to figure out Colebrook’s portion of the taxes and abate that, Mr. Placy seconded, motion passed. The Selectmen said that the pool could collect the rest of the money from the other towns.
Mrs. Caron gave the Selectmen all of the properties that are up for tax deed, and the Selectmen decided to give them a 30-day notice, and then take their properties.
Mrs. Caron talked with David White about street sweeping; Mr. White would like to know if the Town would be interested in signing a 3-year contract. Mrs. Caron said that she would discuss it with the Selectmen. Donald Dickson asked Mrs. Caron if the streets could be swept three times a year. Once in the spring, once before the 4th of July, and again before the Moose Festival. A three-year contract requires a warrant article be passed at town meeting.
The Selectmen read through the Warrant Articles and Mrs. Caron helped them assign who would read which ones.
Mrs. Caron gave the Selectmen the Water RFP’s to look at, they will discuss this at the next meeting.
Mr. Rappaport made a motion to adjourn the meeting, Mr. Placy seconded, motion passed. Meeting adjourned.
