Selectmen’s Meeting
October 17, 2005

Members Present:  Greg Placy, Frank Dumaine, and Larry Rappaport.

Others: Donna Caron, Heidi Lawton, Steve Cass, Donna Jordan, Claire Knapper, and Melanie Lyons.

Selectmen signed all vouchers and manifests.

Chief Cass came in to talk with the Selectmen about parking on Main Street.  Chief Cass states that the ordinance says that there is one-hour parking.  Mr. Placy wanted to know who has the Sigma 1 plate on Main Street.  Chief Cass said they are Mike Collins’ tenants. Mr. Placy said that vehicle is always parked on Main Street.  Chief Cass said that none of the businesses utilize AB’s parking lot.  Chief Cass also brought up the fact that when there is a funeral people are on the street more than an hour, so they would get ticketed, and he doesn’t want to do that.  Ms. Lawton made the suggestion of promoting AB’s lot more for parking.  The newspapers will write something up for the paper.  Chief Cass mentioned that maybe the Town would re-write the ordinance.  Mr. Placy mentioned having parking permits for overnight parking.  The Selectmen decided to discuss the issue and get back to Chief Cass.  Mr. Rappaport suggested that if there are more problems it would be a good idea to have a meeting with the Main Street businesses.

Mrs. Caron gave the Selectmen a letter to sign for the Rails to Trails Project.  Mr. Placy wanted it recognized that the Transportation Enhancement Grant has already gone out.

Mrs. Caron said we need a new receptacle for the rubbish at the Transfer Station.  She has two quotes:

Atlantic Leasing: $8,875.00
Leavitt & Boucher: $7,475.00

Mr. Rappaport made a motion to go with Leavitt & Boucher for the receptacle, Mr. Dumaine seconded the motion, Mr. Placy agreed.

NH Helpline is asking for $1,000.00 from the Town for their services.  Mrs. Caron said that the Town could not give them money this year because she did not budget for it.

The Gooches felt that Hill’s was valued too high by our assessors (Avitar) so they had it re-assessed and it came in much lower.  Avitar went back and looked at Hill’s Store and they felt that they had assessed it too high.  Mr. Placy & Mr. Rappaport both want to know if the whole town is evaluated this way and what method do they use for what buildings.

Mrs. Caron received information at a tax workshop about taxing RV’s that are permanent.  Mr. Placy mentioned that he thought Boscawen had some information on this.  The Selectmen would like to know what other towns are doing with this.

Mrs. Caron is sending out bids for a hydraulic study to be done on our water system.  The Environment News Newsletter has an article about Colebrook’s Landfill.

Mr. McKinnon would like to ship out a load of tires and shingles.  Mr. Rappaport made a motion to allow this, Mr. Dumaine seconded the motion, Mr. Placy agreed.

The Selectmen signed a letter for 911 to accept the new 911 maps.

The Selectmen approved the October 13th minutes.  Mr. Rappaport made a motion to approve the October 13th minutes, Mr. Dumaine seconded, Mr. Placy agreed.

Mr. Rappaport said the Broadband project is coming along well.  The slabs have been poured for both buildings.  

There is a meeting in the CDDA building with Knowledge Fusion tonight.  They will be talking to their employees, who are supposed to start work this week.

Mr. Rappaport made a motion to adjourn the meeting, Mr. Dumaine seconded, Mr. Placy agreed, motion passed, meeting adjourned
