Selectmen’s Meeting
October 3, 2005
Members Present: Greg Placy & Larry Rappaport.
Others: Donna Caron, Heidi Lawton, Donna Jordan, Claire Knapper, and John Strickland.
Selectmen signed all vouchers and manifests.
Mrs. Caron read a letter to the Board that Chief Steve Cass wrote to Officer Guthrie Peet about what a great job he did saving a resident’s life.
Mrs. Caron told the Selectmen about a workshop on Forestry Law on November 15 in Stark.
Selectmen signed Wetland Permits for the Route 26 project and Danny Mercier.
Mrs. Caron talked about the parking issue on Main Street. Selectman Rappaport said that we would invite the people from Main Street to come in and ask them to help each other figure something out about their employees parking on Main Street. Selectman Placy thought that if someone had an appointment on Main Street they could put their appt card in the window of their vehicle. Donna Jordan came up with the idea of the High School kids using Clarkies Parking Lot to park their vehicles, that way it would free up parking in the Municipal Parking Lot.
John Strickland came in to talk with the Selectmen about Richard Nadig’s signs. Selectman Rappaport explained to John that the Planning Board could not enforce issues; Selectmen have to enforce the issues. John wants to know what will happen if it is not enforced this time. Selectman Rappaport said that Mr. Nadig would be fined. The police with help from the highway crew will take down the two signs on the telephone pole.
The Selectmen reviewed the minutes of the June 8, July 25, August 8, and September 19 meetings. Selectman Rappaport mentioned fixing a spelling problem on a word on the third page of the August 8 minutes. Selectman Rappaport made a motion to approve the minutes of June 8, July 25, August 8, and September 19, Selectman Placy seconded, motion approved.
The Selectmen investigated the creation on a “Rails to Trails” project using the unused rail bed which runs to Beecher Falls manufacturing. The Selectboard voted in favor of such a project with details to be determined at a later time. Selectman Placy suggested that the grant should be processed through the normal procedure rather than go straight to Concord. Selectman Rappaport reported that Senator Gregg has created an $800,000.00 grant to be divided among the states of New York, Vermont, New Hampshire, and Maine to study economic development in the northern tier of each of those states, with the purpose of making that activity more effective.
Selectman Rappaport made a motion to adjourn, Selectman Placy seconded, meeting adjourned.
