Selectmen’s Minutes

August 8, 2005

Members Present:  Greg Placy, Frank Dumaine, and Larry Rappaport.

Others: Donna Caron, Heidi Lawton, Claire Knapper, Kevin McKinnon, Teri Rosi, Betty Frizzell, Bill Brooks, Billy and Pauline Laramee, Linda & James Biron, George Hebert, Geneva Duhamel, and Donna Jordan.

Bill Laramee asked about a water test two years ago, Donna said she would get the results for her.  

Teri Rosi asked if the Town would leave ledge on the road.  Kevin said no, the Town does not have the equipment to break the ledge; but would hire it out.

Donna explained that the police would be patrolling the road a lot more.  Bill Laramee said Friday and Saturday nights from 12:00 to 2:00am, the road is really busy.

Betty Frizzell asked where the trash would be coming from to fill the Landfill.  Kevin said that the trash would come from New Hampshire, Maine, and Massachusetts.  Mostly from the Keene area in New Hampshire.  Kevin also re-assured people that the town’s trash would be trucked there also.

James Biron asked if the trash would already be compacted.  Kevin said yes, and then it will be compacted again at the Landfill.  

Betty Frizzell asked what the duration of the project is.  Kevin said it is projected to last until 2009.

Betty Frizzell wanted to know what would happen if any of their water is contaminated.  Kevin said that the Town would take care of it.

Betty Frizzell asked if the Town was going to do anything about her driveway.  Kevin said that it would be paved by the end of August.

George Hebert asked what time the trucks would be starting up the hill in the morning.  Kevin said probably at 6:00am.

Larry said if there were any problems, the town would take care of them.

Geneva Duhamel said her driveway is awkward and she is worried about not being able to see traffic and would like to put in a new driveway.  Kevin said he would meet with her to look at it.

Teri Rosi mentioned said the town was creating many soft shoulders by clearing the ditches.  Kevin said that the Town would take care of that in the spring, maybe putting rock in to fill it up.

Bill Laramee asked what the speed limit on Titus Hill Road was.  Kevin said 35mph.

Betty Frizzell said that people do not always obey the yield sign on the intersection of Spring Street and Titus Hill.  Betty thought that maybe a bigger sign would help.  She was concerned about the trucks going up and down the hill, if they would be able to yield or not.

Larry said that he was more concerned with the children then the trucks.

James Biron asked if they would be hauling all winter or not.  Kevin said yes, as far as he knows and they will sand heavier than normal.

James Biron asked if this would be supervised by the State.  Kevin said yes, I and someone else will be right there watching what is thrown into the Landfill and someone will be coming once a month from the State.

Betty Frizzell asked if they know what chemicals are in there.  Kevin said yes, and explained all of the chemicals to everyone.

Donna explained that a lot of the rubbish would be coming from Keene.

Kevin stressed the importance of someone watching the rubbish.  Larry said this is a four million dollar project.  Larry explained that the Town is trying to keep the costs down so that the taxpayers do not have to pay any extra money.

Larry explained that Phil Lambert Jr. has been a huge benefit to this project; he has saved the Town a lot of money by selling Casella gravel.  If it had been trucked from Patterson’s pit then there would have been a steady line of trucks from the pit to the landfill.

Teri Rosi wanted to know if once this Landfill is closed, would it stay closed.  Kevin said that it would still be monitored every year for thirty years.  He also explained that the water will be treated at the Landfill and then if more treatment is needed, it will be trucked to the Lagoons.

Betty Frizzell asked if the value of their houses would change.

Donna has talked to the assessor, who will assess the properties when the trucks start hauling.  The taxes will probably drop, and if there are any problems before the new assessment year (April 1st, 2006) begins, they can always abate a portion of 2005.

Bill Brooks wanted to know if our trash from Colebrook would be used.

Donna said yes, and that will save the taxpayers money.  Kevin said there would be no tipping fees.

Teri Rosi said that the assessor should pay attention to the safety aspect of the hill.  Wayne Hall, Kenneth Knapper, and George Heald’s houses’ are a problem with cars parking on the road.

Donna said that she has talked to George Heald about his vans.  Last year he registered one van rather then getting rid of it.

Bill Laramee also mentioned the fact that many people walk on Titus Hill Road.

Donna explained that the Town would widen the beginning of Skyline Drive.

Donna assured everybody that there should be no leakage from any of the trucks, and if there is, please write down plate numbers or call in the office to let us know.  Donna said Thank You to everyone for coming and to call with any concerns.

Kevin talked to the Selectmen about upgrading Reservoir Road.  Kevin thinks that Reservoir Road was built in 1976.  

Kevin also asked Greg if he thinks the State could paint the lines on Hospital Road.  Greg said that he did not think so, that he thought they were too busy.

Selectmen signed all vouchers and manifests.

Donna wanted the paper to know that Kevin, April, David, Danny, Larry Pryor, and Al Ferns all donated their time to fix the wall at the Veteran’s Memorial Park.

Greg wanted to know who owns a piece of property across from Steve Brungot’s house.  It is a little piece of land by the river.  Kevin said maybe a subdivision map of Charles Corliss/Blakely Farm would show who owns it.

Donna mentioned to the Selectmen that there is still a problem with tractor-trailers on Spring Street.  Donna asked the Selectmen if it would be okay to order and put up two “No Thru Truck Traffic” signs.  The Selectmen said yes, Larry made a motion to order and put up the “No Thru Truck Traffic” signs, Frank seconded, motion approved.  

John Shatney would like a one-hour parking sign in front of his house on Colby Street.  The Selectmen said that would be okay.

Business owners on Main Street have complained about cars parking in front of their stores all day and would like police officers to enforce the one hour parking signs`.  Chief Steve Cass would like the Selectmen to back him on enforcing the one-hour parking signs.  The Selectmen said that they would check our ordinances to see if the one-hour parking limit on Main Street was an ordinance or not, they also decided to consider whether or not we might make it a two hour limit.  Larry made a motion to have the police enforce the one-hour parking signs on every street in Colebrook, Frank seconded it, Greg agreed, motion passed.

Donna said that the Town received a letter from DES that Tillotson Rubber received a permit to discharge non-contact cooling water and filter backwash into the Mohawk River.

Donna told the Selectmen that Steve Cass gave a letter to the residents of Hartlen Ave. about a right-of-way and that it is a civil issue.

Donna sent out letters to Bethany MacDonald, Allen Bouthillier, Richard Clark, and George Heald about cars, yard sales, and junk yards.

Donna said that the Town is interviewing for a part-time police officer.

The next Selectmen’s Meeting will be August 15, 2005 at 4:00pm.

The Selectmen made a motion to go into Executive Session on a personnel issue, Larry made a motion to go into Executive Session, Frank seconded it, motion approved.

Larry made a motion to come out of Executive Session and to seal the minutes as no decision was made, Frank seconded it, motion passed with full board approval.

Frank made a motion to adjourn the meeting, Larry seconded it, Greg agreed, motion approved, meeting adjourned.
