Selectmen’s Minutes
July 11, 2005
Members Present: Greg Placy, Frank Dumaine, and Larry Rappaport.
Others: Donna Caron, Heidi Lawton, Claire Knapper, John Fothergill, Debbie Berry, and Robert Soucy.
Dr. Fothergill and Debra Berry came in to invite the Selectmen to an open house for the North Country Community Rec Center on July 31st. Dr. Fothergill explained that the Center received a grant from the NH Charitable Foundation for $15,000.00. He explained that this money is to be used to hire an architect to figure out what is going to be done around the Rec Center. The committee would like to use some of the land that is owned by the Town of Colebrook. Donna does not want any bulldozing or digging done on that land because it is the site of the old town dump. The committee would like to use the land for walking, picnicking, or exercise courses. Larry said that he would have no problem with the land being used as long as they add to the top of the land. Dr. Fothergill suggested a
retaining wall being built, but Larry said no because that would require digging to be done. When the committee is done choosing an architect, Larry would like the architect to meet with Kevin before anything is done. Debbie asked about the abatement process and if the Rec Center has to apply every year or not.
Greg said that as far as he was concerned they should not even receive a tax bill. Donna said that she would accept a letter to start the abatement process. Debbie also said that she has paid three sewer bills so far. Larry made a motion to reimburse the North Country Community Rec Center $80.00 for the sewer bills, Frank seconded it, Greg agreed, motion passed.
Selectmen signed all vouchers and manifests.
Frank mentioned that Roland Jeffers complained to him about being charged for a water turn on and shut off fee. Donna will find out if Roland actually turned his water on and off or if the Highway Crew did. Roland said he did it himself. Larry made a motion that if Roland did all the work by himself he should get back $12.00, if he did half the work he should get back $6.00, Frank seconded the motion, Greg agreed, motion passed.
Angie Putnam called today to see if the Town could grade her driveway. The Selectmen decided last year that the Town was not grading driveways and they are going to stick with it this year also. If anyone calls and would like their driveway graded, they could call Sheldon Gray or Norman Cloutier.
Charles Willey came in to see Donna today because there is water running down Willey Road. He is concerned about the hurricane that is coming. He would like culverts put in and the road graded. Kevin has looked at the road and said that there are town roads a lot worse than Willey Road right now. Mr. Willey said that because there are no culverts, it is washing out Bear Rock Road.
Larry would like area towns to pool together money for Colebrook Dispatch. It was mentioned that a tower in Dixville and a tower on Holden Hill would make communication better. Dixville was eligible for a grant and never did it, now it is too late and the money is gone.
Sheila would like the Selectmen to be the enforcing officers for her dog warrants. Larry made a motion to enforce the issue; Frank seconded, Greg agreed, motion passed.
There was a subdivision application from Red River Property Development asking for a road to be re-named. There is a Class 6 road called Brooks Woods Road that is beyond improvement, The Planning Board granted Red River Property Development five building permits for that road, and they are doing two more subdivisions with the condition that they fix the entire road. Heidi will type a letter for the Selectmen to sign and bring them a map to see where the road is located. The Selectmen were not sure where the road is. Red River Property Development would like to name the new road Spruce Ridge Road.
Dick Harris wrote a letter to the Selectmen and Steve Cass asking the town to place speed limit signs by his house because he and his wife almost got hit. He has also lost three family pets because of people driving too fast. Donna will have the cruiser go up there more often.
Donna opened the bids for the winter sand with Kevin McKinnon and Heidi as witnesses. She received bids from Clark Jeffers, Laurent Rancourt, and Norman Cloutier.
The bids were as follows:
Clark Jeffers 4,000 yds. of winter sand out of his pit $2.50 per yard. 5,000 yds of crushed gravel out of Patterson’s pit $3.50 per yard.
Second Bid:4,000 yds of winter sand from Patterson’s pit $2.60 per yard. 5,000 yds of crushed gravel out of Patterson’s pit $3.40 per yard.Ten Cent Reduction of gravel due to screening for Canaan.
Norman Cloutier 5,000 yds of gravel out of Patterson’s pit $3.70 per yard
Second Bid:Ten Cent Reduction of gravel due to screening for Canaan.
Laurent Rancourt 4,000 yds of winter sand out of Patterson’s pit $2.75 per yard. 5,000 yds of gravel out of Patterson’s pit $3.90 a yard.
Second Bid:No Reduction for extra 3,000 yds of screened gravel for Canaan.
Clark Jeffers had the lowest bid, so the Selectmen decided to go with him. Larry made a motion to go with Clark Jeffers for the winter sand and crushed gravel bid, Frank seconded it, Greg approved, motion passed.
Donna had a Wetlands Application from the Colebrook School on the new ball fields. Greg explained that the Selectmen could look it over.
Larry talked about the Governor visiting Colebrook. He will be going to Kheops, the hospital, the Town Hall, and the Spec Building. We need to talk to him about Dispatch/Police Issues. Larry said they would talk to him about burying the power/telephone lines.
The Selectmen signed the Health Officer nomination form for the State; they will be nominating Dr. Robert Soucy again this year. Larry made a motion to appoint Dr. Soucy as Health Officer, Frank seconded, Greg agreed.
Larry made a motion to go into Executive Session to discuss taxes with a tax payer, Frank seconded it, Greg agreed, motion passed and the Selectmen went into Executive Session.
Larry excused himself from the issue.
Frank made a motion to have the minutes sealed due to the fact that it could be detrimental to the taxpayer, Greg seconded, motion passed.
Larry made a motion to enter into executive session to discuss the landfill contract, and Bernie Waugh’s concerns with it.
Selectmen signed an acknowledgement knowing that a covenant not to sue exists between DES & Casella.
Frank made a motion to come out of executive session with the minutes sealed until Larry talks to Bernie Waugh. Larry seconded the motion, Greg agreed, motion passed.
Frank made a motion to adjourn, Larry seconded it, Greg agreed, motion passed.
