Selectmen’s Minutes

Selectmen’s Meeting
June 6, 2005

Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.

Others: Donna Caron, Heidi Lawton, Claire Knapper, and Kevin McKinnon.

The Selectmen made a motion to go into Executive Session, Larry made a motion, Frank seconded it, motion passed.

The Selectmen came out of Executive Session with no decision made on contracts for the landfill.  Larry made a motion to have the minutes sealed, Frank seconded, motion passed.

Larry made a motion to appoint Donna as the Town Environmental Officer, Frank seconded the motion, Greg agreed, motion passed with full board vote.

Greg stated that we have all permits issued.

Larry made a motion to extend the contract negotiations until June 20th, Frank seconded, motion passed.

Selectmen signed all vouchers and manifests.

Sheila had a memo asking the Selectmen if she could reimburse Georgiana Pinckney money for a registration because the amount that was in Sheila’s registration book was incorrect.  Larry made a motion to let Sheila reimburse Mrs. Pinckney the money, Frank seconded, motion passed.

Selectmen signed all abatements for property.

Eric Marsh wrote the Town a letter saying that this past winter his water froze, and he paid to have it unfrozen.  He would like to know if the Town is going to reimburse him for the cost of him unfreezing his line.  Donna told the Selectmen that she would discuss this issue with Kevin.

The Selectmen signed a Cemetery Deed for Mary & Ronald Haynes.

Donna gave the Selectmen Kevin’s RFP for water.

Donna read the Selectmen a letter from North Country Council stating that they are working with the State DOT office to count traffic.  They just wanted the Selectmen to know if they see the black counters across the road.

Heidi inquired with the Selectmen about putting the resident’s date of birth on the Resident’s forms.  Sheila gave Heidi a domicile affidavit to show the Selectboard to see if they would rather use this form, since it already has a date of birth line on it.  The Selectboard said that, that form is fine to use.  Heidi asked them what they would like to use as proof of residency in the Town.  The Selectmen said that they would accept any of the following:

1.      Landlord signature
2.      Rental receipt
3.      Letter from employer
4.      PSNH or Phone Bill

The Selectmen voted on the minutes of May 16th.  Larry made a motion to accept the minutes, Frank seconded it, motion passed.

Larry made a motion to adjourn the meeting, Frank seconded it, Greg agreed, motion passed.
