Selectmen’s Meeting
May 16, 2005
Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.
Others: Donna Caron, Heidi Lawton, Claire Knapper, and Kevin McKinnon.
Selectmen signed all vouchers and manifests.
Donna said that Kevin Edwards asked to put his land in current use in 2001 and he was told no. He has since come in and filled out an application for current use and the Selectmen approved it. Kevin then sent a letter to the Selectmen asking if they will go back to 2001 and refund them money. The Selectmen said they can only go back to 2004 (one year).
Frank made a motion to go back to 2004 and refund their money. Larry seconded, Greg agreed motion passed.
Bids for sewer line and storm drain on High Street.

The Board of Selectmen sent a letter to Ginny Beecher asking her to clean up her building that is falling down on Colby St.
Morris Sage has bought property by Dostie’s old lot (Weldon Brook’s old barn) and he would like a right-of-way across town property to the road. The board asked Donna to contact a lawyer to see if the board could grant an easement without town meeting approval.
Camilla told Donna that some people have not re-applied for current use this year. Do the Selectmen want to go with what the people say or send an assessor out to check each parcel? Unproductive land is wetland. Camilla asked if she could change unproductive land to mixed forest. The board said to call the people first. If they are not reachable, then go ahead and make the changes.
Kevin showed the board a map from 1779. He also discussed a letter from HydroSource that referenced drilling a production well. Kevin suggested starting the application process now, because each year the rules become stricter. Kevin said that it should be the same to drill next year as this year.
Greg wanted to know if they want us to drill because they need work or will it speed up the application process. Donna thinks that since we will be doing our Main Street project we will probably have to tie this in with that project. Kevin said not necessarily. Kevin thinks we should get the hydrological study done before anything. Donna thinks we should drill. Larry made a motion to have the well drilled, Frank seconded it, Greg reluctantly agreed, motion passed.
North Country Council would like Kevin to sit on their Brownfields committee. The meetings are once a quarter. The board has no problem with this.
Julie Colby brought it to Donna’s attention that two lights were broken at the Library and she thinks that the Highway crew did it. The Highway crew did not sweep there this year. A court diversionary boy did. The Selectmen agreed the money should come out of the Library budget to pay for the lights.
Camilla gave Donna a memo saying that C-Pal has not released their grant money yet and Julie Colby needs the money for her puppet show. However, Julie needs the money right away or she will have to cancel her program. Julie wanted the town to pay and be reimbursed from C-Pal. The board said the library could pay and get reimbursed from C-Pal.
Camilla gave the Selectmen an excel spreadsheet of all abatement requests (approved and denied), detailed amount of abatements, and tax dollar effect on the overall budget. Frank made a motion to approve all the abatements, Larry seconded, motion passed.
The Selectmen discussed the courtroom rent. They discussed the renewal of the contract, and they decided that they would renew the contract for one more year. Donna looked at a study that was done in 1984 by the court, and the court had agreed to pay 21.1% of the building cost. It was figured that a 5% increase was about $9225.72 and 21% would be $9671.60. Donna suggested increasing the rent to $9500.00. The Selectmen did not give the court an ultimatum, instead they said that they would like the court to start looking for another facility, but if they do not find one by next year, they will reassess the issue then.
The Selectmen made a motion to approve the May 2, 2005 minutes, Larry made a motion, Frank seconded it, Greg approved, motion passed.
