Selectmen’s Meeting
February 7, 2005
Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.
Others: Donna Caron, Heidi Lawton, Carol Couture, Danielle Miller, Claire Knapper, Brenda Benczia, April Hyde, Tonya Buffington, Sheila Beauchemin, and Kevin McKinnon.
Selectmen signed all vouchers and manifests.
Carol, Danielle, Brenda, and April came in representing the Humane Society. They would like to become Animal Control Officers. They want to be able to take an animal off of someone’s property if they believe that it is being abused. They would like to be able to charge if an animal has to stay with them, they would keep the animal a maximum of ten days at $7.00 a night. They would pick the animal up when a call comes to them from dispatch, so the police wouldn’t have to do that anymore. Donna said that she will talk with Steve and they could set up a meeting with the girls from the Humane Society to discuss this. Larry would like to be at this meeting. Donna will look up the RSA concerning the Animal Control Officer. The Humane Society also mentioned that they are concerned with
the leash law in Colebrook. Heidi will send Danielle a copy of the dog ordinance that we have now.
The Selectmen signed a letter trying to get a grant for the Industrial Park. The grant will help to put in water, sewer, and then eventually there will be bathrooms.
The Selectmen read a letter from Bernie Waugh telling them that Northwoods Truck Stop will not be opened 24 hours a day, due to the loss of Mr. Nugent’s court case.
Donna told the Selectmen that she was talking to Bernie Waugh about the school easement on the Water Company land. Bernie does not think that the Town of Colebrook should hold the easement on this land. Greg thinks that the Town of Colebrook should hold the easement for the land by Beaver Brook Falls. Larry thinks that the Conservation Committee should hold the easement. The school has not decided who they think should hold the easement. Larry is worried that the easement will be restricted so that someday we will not be able to build a park on this land.
Larry would like us to look into changing our radio systems. Greg mentioned calling Wright Communications, that is where the State gets their radios. Greg believes that the radios are Macon or Ericson. Larry suggested setting up a Radio Resource Fund. Greg thought that we should call it Communications Upgrade Fund.
The Selectmen signed an Intent to Cut for Richard Feltham.
North Country Council sent Donna a survey to complete about transportation facilities. The Selectmen each did a survey, Greg refrained.
Greg made a motion to adjourn the meeting, Frank seconded, meeting adjourned.
