Selectmen’s Minutes

Selectmen’s Meeting
October 18, 2004

Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.

Others: Donna Caron, Claire Knapper, Donna Jordan, and Kevin McKinnon.

Selectmen signed all vouchers and manifests.

Larry had a telephone conference with Hilda Legg from the Department of Agriculture about places and procedures to borrow money for broadband.

The Selectmen discussed the Community connect grants not being utilized.  The Town of Stratford did not utilize their grant.  Dixville Notch, population wise scored high by the United States Department of Agriculture standards but due to being unincorporated, they did not qualify.  

The Selectmen discussed the Connecticut River Byways.

The Selectmen decided to fix Willey Road by installing two culverts.  This will be done in the spring due to the dirt not settling before winter and causing problems.

The property that Mike Robinson owns off Titus Hill Road has a junk trailer on it and lots of cars.  The Selectmen discussed that in the past there have been Cease & Desists served to Susie Nash.  

Kevin advised the board that the water will be shut-off from Herc’s garage north to IGA for a service line water valve leak.  The date of shut-off is Tuesday, October 26.

The Selectmen decided to go into Executive Session on a personnel issue.  Frank made a motion to go into Executive Session, Greg seconded it, motion passed.

Frank made a motion to come out of Executive Session with no finding and the minutes sealed, Greg seconded the motion, motion passed.

The Selectmen reviewed the abatement requests for non-filing of inventory forms.  They choose to abate the following people’s forms:

                        Donald Knapp
                        James Alton
                        Phil Lambert Jr.
                        John Harrigan
                        Daniel Cass
                        Leonard Leone
Greg made a motion to abate the requests for non-filing inventory forms, Frank seconded the motion, motion passed.

Donna handed out a Recreation brochure to the Selectmen.

Donna gave Larry an e-mail with information regarding broadband.

Donna gave Greg an article about schools.

The Sewer Dept. was tested by EPA, different samples were mailed to Public Works, who had to conduct tests and send the results back to the EPA identifying substance and solutions to other associated questions.  Public Works (Kevin and David) passed with a 96/5 and told excellent performance.

The Selectmen attended a School board meeting and discussed working together on the drainage ditch, wetland mitigation and listened to the school valuation presentation.

Frank made a motion to adjourn the meeting, Greg seconded, all in favor, meeting adjourned.
