Selectmen’s Meeting
September 27, 2004
Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.
Others: Donna Caron, Heidi Lawton, Claire Knapper, Donna Jordan, Kevin McKinnon, and Mr. & Mrs. Doug Burns.
Mr. & Mrs. Burns came in to ask if any off-duty police officers could be bouncers at the Colebrook House. Donna explained that the men would need to be covered by some kind of insurance. Donna called our insurance and the officers would not be covered by town insurance unless they were actually contracted out by the town. Mr. Burns said that he would check his insurance and get back to the town. The Selectmen feel that they want the officers covered by insurance. The Burns’s will get back to the town.
Kevin came in to talk to the Selectmen about emergency lanes on Class 6 roads. Greg said that Kevin first has to check the roads and make sure that the roads are Class 5 & Class 6, and that they match the same classifications as the State’s. Greg said that Donna should call North Country Council and have Steve Young give the town the states classification of town roads.
Larry told the board that he went to the Stewartstown Selectmen’s Meeting and the board said that they would consult their lawyer and get back to the town.
Larry also talked to the Lemington Selectmen about putting a tower on Mount Monadnock; the Selectmen seemed to be in agreement with that. They will be writing up an easement so that there will be no restrictions for the town to install a tower. Larry also went to Montpelier to talk about Broadband. Larry mentioned that Act 250 needs to be passed. Larry mentioned that the Town of Stratford was told that they could get money from a grant for Broadband, and they were not interested. But someone was upset and wants Broadband in the school and library. Larry said that he is meeting with Senator Sununu tomorrow about the grant project and he will work with Stratford to obtain broadband.
Donna said that Charles Willey came in and talked to her about Willey Road again. He would like the road graded and Henson Road bush hogged next year. Kevin mentioned that most of the Class 5 roads are done.
Donna asked if the Selectmen would like to look at Willey Road together, Greg agreed and a meeting was scheduled for 3:00pm on Monday, October 11, 2004. The Selectmen would like to change the Selectmen’s meetings to the first and third Mondays of the month. Greg made a motion, Frank seconded, all agreed. Motion passed by full board.
The Selectmen all received letters from Robert Shaw, they read them. The letters said that Mr. Shaw is withdrawing his land easement. Another one said there is an RSA that the Selectmen should have followed regarding Aldrich Road. Mr. Shaw is contesting Mr. Cowan’s survey of the width of Aldrich Road.
The Selectmen signed all vouchers and manifests.
Donna gave the Selectmen a letter to Mitchell & Bates saying that we have litigation that is on-going and that we anticipate winning. The Selectmen signed it.
Donna wants to fix the wall at the Memorial Park. Donna would like to cap the wall. It would be about $1,500.00. Donna explained that she doesn’t have enough money to do that this year. She would like to put it on the list for Town Meeting for next year, board agreed.
The Selectmen signed a letter to Dean Neary answering his letter about having an Olympics in town.
North Country Council is having a dinner on October 15 and Donna wanted to know if any of the Selectmen would be attending. Beno is receiving an award.
Nash has bought Nancy Prime’s mortgage and has sent the Prime’s an eviction notice. Wayne Brown’s house is for sale and so is Jeff Bailey’s.
911 would like to know if the Board of Selectmen would object to naming the road off of Valley Road, Barn Road. The Selectmen had no problem with that. Frank made a motion, Greg seconded, motion passed.
Donna told the Selectmen about a workshop being put on by North Country Council regarding Tourism. Jeff Hayes was supposed to come and see Donna on the 13th, but he never came. Larry thinks that we should be there, Larry will go. They will come to Colebrook and CDDA and DDC, Chamber of Commerce. Greg recommends having the meeting at the Colebrook House.
The Selectmen voted on the minutes on 7/26, 8/9, 8/23, and 9/13. Greg made a motion to approve the minutes with a few changes, Frank seconded, motion passed by full board.
Greg made a motion to give the Larry Hartlen case to the attorney, Frank seconded it, motion passed.
Donna was asked by the Selectmen to put an ad in the paper for a new Public Health Officer.
Greg made a motion to go into Executive Session on a personnel issue, Frank seconded. The board went into Executive Session.
The Board came out of Executive Session with a motion by Greg, seconded by Frank to and agreed to by all present to seal the minutes as no decision was made
