Selectmen’s Meeting
September 13, 2004
Members Present: Larry Rappaport, Greg Placy and Frank Dumaine.
Others: Donna Caron, Heidi Lawton, Claire Knapper, Donna Jordan, Kevin McKinnon, Lawrence Kelsea, Shannon Dagesse, Frances Sytek, Harold Davis, and Dennis Bishop.
The Selectmen reviewed a letter from NH DOT asking about maintaining the road at the Airport.
Selectmen signed all vouchers and manifests.
Sheila Beauchemin swore in Harold Davis, Lawrence Kelsea, Frances Sytek, Dennis Bishop, and Shannon Dagesse for the Zoning Board of Adjustment. Albion Lyons, Chairman, could not attend, but will be sworn in at a later time.
Kevin McKinnon came in to talk with the board about the roads. Kevin made a list of all the duties that the men do. It is kind of late in the year to have Bradley spread all of the gravel on all of our roads. Donna and Kevin thought that maybe the town should hire out some trucks to help grade. Donna called Norman Cloutier to see how much they charged to hire a grader. Kevin does not want to hire a grader because we do not have the money for renting a grader in the budget. Larry and Greg believe the Town’s grader should be used everyday.
Greg thinks that we need to do a closure plan on our gravel pit before we start hauling sand or gravel out. Greg made a motion to hire an engineer to look at our pit, Frank seconded, motion passed.
The Selectmen also discussed the sand coming out of Clark Jeffer’s pit. Greg made a motion to go with Clark Jeffers for sand out of his own pit, Frank seconded, motion passed.
Kevin McKinnon asked the board if he could put an ad in the paper to see how much truckers charge. The board said that would be fine.
Kevin asked the board if he could order a pair of tires for the International truck, they would cost $875.00 a pair.
Greg Keazer called Kevin McKinnon and asked him if the town could put a yellow line on Corliss Lane because the elderly people that live at Monadnock Village don’t know if they are on the right or left hand side of the road. The Selectmen agreed that there is no need for a yellow line on Corliss Lane, because then they would have to put yellow lines on all of the town roads.
Frank made a motion for Kevin to buy the new tires for the International truck, Greg seconded, motion passed.
Kevin mentioned to the board that he needs a load of salt; Donna said that he could order it.
Donna explained to the board that Blakely Bridge is not safe. Greg said that he would have the bridge inspector people go look at it. Donna said that we can appropriate money to re-build the bridge or we can close it. She explained how the town voted to close it one town meeting and found out there had to have been public hearings to legally close it, therefore it remained open but no money has been raised to repair it. The board decided that this will be an issue to bring up at Town Meeting time.
Daniel Sullivan made complaints that his truck was ruined because he traveled Golf Links Road. He wants the road graded and fixed up. Kevin said that all of the Class 5 roads need to be graded before a Class 6 road can be done.
Donna read a letter from Michelle Scherer asking for a “Slow Children at Play” sign to be put near her house on East Colebrook Road. She is worried about her children’s safety. She said that the cars go way to fast on this road. Greg said that no one reads signs except for tourists. The Selectmen decided to not put up any signs near her house.
Donna read a memo from Sheila to the board regarding having a Selectman be at the Elections tomorrow to take over for the Moderator from 12:00 to 1:00pm. She also needs someone to count ballots at 7:00pm. Larry will help from 12:00 to 12:30 and Frank from 12:30 to 1:00pm. No one is available to help at 7:00pm to count the ballots.
Larry wanted to talk with the board and Kevin about Town Line Road. The question from the select board in Stewartstown is can they allow Colebrook to take over graveling Town Line Road? Kheops will plow and sand the road will do the maintenance. They want to build condominiums on Town Line Road and Stewartstown says that Colebrook will collect the tax money for that. Kheops’s only access now is Aldrich Road. Robert Shaw has made that a scenic road and it would be too expensive to widen the road. Kheops says that they can use the back entrance to their property, which is Town Line Road. The Selectmen in Stewartstown don’t want to maintain the road. Frank made a motion to upgrade Town Line Road, Greg seconded, motion passed with full board approval.
Kevin McKinnon talked to the board about his vacation time; he will lose 2 ½ weeks as of November 18 if he does not use them before that. He asked the board if he could carry them over. Frank made a motion to allow Kevin to take 2 ½ weeks of vacation before November 18, 2004, Greg seconded it, motion approved with full board approval.
The Selectmen decided that the Town of Colebrook can re-write the vacation time policy in our personnel policy, so that the employees of the Town can now accrue vacation time. It will be effective as of the person’s anniversary date, after the new policy has been signed into effect.
Kevin also told the board that he is working on a River Grant and that he had a letter for the Selectmen to sign, saying that they were in favor of a river grant project. The Selectmen signed the letter to the Connecticut River Joint Commission.
Kevin asked the Selectmen if he could get a trench box for $915.00 dollars. Kevin would appropriate the money for next year. Greg recommended having Kevin call Dennis Croteau to find out why DOT doesn’t use the aluminum kind of trench box.
The Selectmen reviewed the fuel bids:
CN Brown: 1.319 #2 Fuel .958 for Propane
Lewis Oil: 1.379 #2 Fuel
There was no bid from Peter Nugent.
The consensus of the Selectmen was to go with CN Brown for the 2004/2005 fuel season.
The Ski-Bees invited the Selectmen for a Landowner Appreciation Day; they are invited to have lunch.
The Selectmen turned down a water and sewer application from Susan Conners because she needed to get permission from all of her abutters. The State DOT is one of her abutters, and Greg told the board that the State would never approve the installation of a septic or water line along the State right-of-way. Therefore, the Selectmen agreed that they could not approve this plan.
The Selectmen did not sign the letter from Mitchell & Bates for information on the auditors because the Nash case is not a closed case yet.
The Selectmen discussed the Robert Shaw abatement issue for his barn. The Selectmen went down through the ratings sheet and figured that since the barn is not where the public can see it, it is not a public barn. When you need to call and make an appointment to see it, and other reasons on the ratings sheet then it is not available for abatement. Greg made a motion to deny giving Robert Shaw an historic easement, Frank seconded it, passed with full board approval.
The Selectmen signed the Welfare guidelines.
There is going to be a meeting on October 19, 2004 at 7:00pm at the Colebrook Elementary School Library on how the school and town can work together.
Donna told the Selectmen that she hired Gibb Dodge to mark our water line for $600.00.
Greg made a motion to go into Executive Session on a tax property issue, Frank seconded.
Greg made a motion to come out of Executive Session with no findings and the minutes to be sealed; Frank seconded it, passed with full board approval.
