Selectmen’s Meeting
August 23, 2004

Members Present: Greg Placy and Frank Dumaine.

Others: Donna Caron, Heidi Lawton, Claire Knapper, Donna Jordan, Steve Cass, Charles Willey, and Kenneth Willey.

Charles and Kenneth Willey came in to talk to the Selectmen regarding Willey Road.  Charles said that there are trenches in the middle of the road.  It is impassable by Sedan.  There are no culverts, no gravel, large rocks eroded to the surface, no ditches, and you can see bedrock.  The middle of the road is getting lower than the sides.  

In 1988, there was an article at Town Meeting to spend $10,000.00 on Willey Road.  In their opinion, the money was wasted.  Selectmen had decided to make the road 33 ft. wide.  People were told that they would put in fabric, gravel, and culverts.  In 1999, Mr. Willey went to the Town Manager, Russell McAllister, and the town said they could not put in culverts all the way up the road.  Mr. McAllister said that he would put in grave, fabric, and two culverts.  Still nothing was done then.  Charles Willey would like the Town Manager and Selectmen to go up and look at the road.  Kenneth has a concern on his business he needs that road to be passable for buyers and customers.  

Charles Willey was under the impression that the road was going to be a Class 5 road, but it is a Class 6 road.  Ambulances and Fire Trucks need to get out there.  Culverts would help.  Greg said that he would go look at the road this weekend.  Donna said she would go look at it this week.  Kenneth said that he talked to Kevin about trimming up Henson Road, but it never was done.  All of these things would have been in the spring of 1999’s minutes.  A Class 5 road will go to a Class 6 if it is not maintained for 5 years.  Henson Road has not been graded for three years.  Kevin told them it had been, but it has not.  There are two culverts on Henson Road and only one is working.  There is a pond in the middle of the road with frogs living in it.  

Charles Willey said that all of his Sugar Maples were cut on his property line; he thinks it was a vendetta by Sally Wentzell.  Sally had told Charles “one scenic road in town is enough.”  Charles and his wife had tried to get Willey Road considered for a scenic road and they were very upset.  Mr. Willey said that Kevin, himself, and John Groux made a road plan but when they got back to the town hall, Sally told them that “only the Selectmen have the right to lay out a road.”  Mr. Willey said that they have been treated pretty poorly in the past.  Claire said that she was around when that happened and they treated the Willey’s very poorly.

Steve told the board that he has enough men for the Moose Festival.  He also mentioned that he sent Joe Caron to Taser School and Tim Stevens to prosecuting school.  Steve also mentioned that he has the Crossing Guard position covered for the beginning of school.
The handicapped booths for voting do not need to change for now, but Sheila would still like cones put out for the handicapped parking.

Dredge and Fill application was signed for Debbie and Jim Wells.

2004 Law Lecture Series for Planning Board, Donna thinks someone form the Planning Board should go.

Lloyd Drew called Frank to tell him that something needs to be done about Richard Clark.  Donna called the Lawyer today to find out what we, as a town can do.  The Lawyer was not in.  Donna will call again tomorrow.  Mr. Drew said that there were rats running all over the place and vehicles were being illegally placed over the boundary line.

Frank made a motion to go into executive session, Greg seconded.

Frank made a motion to come out of executive session with no finding, and the minutes sealed, Greg seconded the motion, motion passed.
