Selectmen’s Minutes

Selectmen’s Meeting
August 9, 2004

Members Present: Larry Rappaport, and Frank Dumaine.

Others: Heidi Lawton, Claire Knapper, Donna Jordan, Kevin McKinnon, Bernie Carrier, Sheila Beauchemin, Steve Cass, and Sandra Riendeau.

Sandra stopped by to tell the Selectmen that an architect will be walking around Colebrook with the CDDA to look at Colebrook Buildings.  Larry said that he would be there.

Sheila came in to talk with the board regarding the voting booths.  She believes that the town would be able to qualify for a $400.00 grant to help pay for the voting booths.  Sheila had a question on the 96 inch parking spaces.  Sheila had the idea for this September, putting cones out to make the spaces bigger.  There are signs for people with limited vision on order.  Presently, we have 10 voting booths; we are supposed to have 11 by law, but the way that they have to be ordered there will be 12.  There should also be a 60 to 66 inch deep booth, one is on order but it will not be available for the September election.  Sheila told the board that the total cost will be $2,400.00; Sheila said that she appropriated $1,000.00, she thinks that the SAU will pay $1,000.00 and if we qualify for the $400.00 grant then we will be okay.

Sheila will attach an invoice with the grant paperwork and then the State will send the money.

Bernie came in to tell the Selectmen and Chief Steve Cass about Mike Robinson threatening his life on a previous occasion.  He mentioned that he had talked to Chief Farrell and the Chief spoke with Mike and even told him to go to an Anger Management class.  That made Mike even more mad.  Mike then started a fight with Bernie at the Colebrook House last year and nothing was done about the issue even after it was reported to the police.  This past Friday Bernie was at the Colebrook House with his son and Mike sent over a couple of his friends to tell Bernie that he was going to be 6 feet under and that Mike was going to fight him later and there would be bloodshed.  Bernie came to the Police Department to fill out paperwork for assault and bodily harm with Officer Joe Caron.  Bernie feels that Steve Cass should not be on the case because he is related.  Bernie was mad that it takes a Justice of the Peace to sign the paperwork to have someone arrested.  Bernie then heard that three people were arrested at the Colebrook House that night and Mike Robinson wasn’t one of them.  Bernie wants to know if he should start carrying his own gun to protect his own life.  Frank said that someone just mentioned the same problem to him at the Post Office before this meeting.  Bernie also said that Mike is threatening an employee of his.  

Bernie is also upset about the Judges in the Court, they do not do anything about the cases that they have.  They are too lenient on the people.

Kevin came in with a list of things to discuss:

-A new pump for the main station on Bridge Street, Selectmen said that would be okay.
-Sampling and testing for the landfill will be about a week.
-Greg Lewis wanted “No Parking signs “from here to the corner” on High Street, the Selectmen said no.
-Greg Lewis also wanted curbing put in front of his house, the Selectmen said no.
-Cap stone for monument across the street from the Town Hall, the Selectmen said they would discuss it the next meeting, when Donna was here.
-Kevin ordered a half a load of chloride.
-Grader parts should be in this week.  The company in New Haven does not have the parts; they can make the parts, but do not have them on hand.
-Kevin talked to Clyde from HydroSource and the water testing came back okay.

Kevin mentioned that Public Works is paying out a lot of money to take care of trees that are on telephone lines.  The Telephone Company was called last Friday and the trees are still on the lines.  If the wire gets broke the Town has to pay to fix it.  Larry suggested that we call the Public Utilities Commission and tell them what has been happening.  If Kevin doesn’t get anywhere with calling them, Larry would like him to tell the Selectmen.

Third Rail has finished their project around town.

The roadside mowing is complete around town now.

Frank made a motion to accept the minutes of July 26, Larry seconded it.  Motion passed.

Frank made a motion to fill Steve Garceau’s position on the Planning Board, Larry seconded.

Larry made a motion to go into Executive session, Frank seconded it, Selectmen went into Executive session.

Larry made a motion to come out of Executive session with no decision made, Frank seconded it, motion passed.  

Frank made a motion to adjourn the meeting, Larry seconded it, meeting adjourned.
