Selectmen’s Minutes

Selectmen’s Meeting
July 12, 2004

Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.

Others: Donna Caron, Heidi Lawton, Ray Davis, Ellen Mongeau, Colby & Mike Ouellet, Joan Dickson, Dallas Chase, Kevin McKinnon, and Lucie Fillion.

The Selectmen has the residents of Gifford Lane and Sunset Drive talk, to give their sides of why they don’t want their street names to change.

Ray Davis explained that he has many people he would have to change information with.  All of his employees are licensed with New Hampshire and Vermont with that address.

Dallas Chase mentioned that it would effect 3 corporations and many people’s addresses.

Colby Ouellet mentioned that we changed School Street back to Spring Street and that there are a lot more houses on Spring Street than on Sunset Drive.

Greg said that right now all the house lots are set up so that nothing more could be built, but years from now that lots could be different.

Ellen said there is no way a lot could be put there except on the Ouellet’s land.

Frank said that he would like to have it all one name.  Larry agreed.  

The Selectmen mentioned putting numbers at the top of the signs to direct emergency vehicles which way to go.

Frank made a motion to sign the Coos County Recycling Contract for two years only, Greg seconded the motion, Larry agreed, motion passed with full board vote.

Mike said that they would prefer sunset Drive instead of North Sunset Drive and South Sunset Drive.

Frank made a motion to let Sunset Drive stay as Sunset Drive if the 911 office will let it be so, Greg seconded.  Motion passed.

The Selectmen discussed the mowing bids, Greg made a motion to go with David White, Larry seconded, motion passed.

Kevin explained that HydroSource drilled two more test wells and they yielded 300 to 400 thousand gallons per day.  Donna would like to renew our Purchase and Sales Agreement with Richard Feltham tomorrow.
Generator bid, Ray’s Electric quote of $16,000.00 for a generator.  Donna had them come up and they quoted $8,000.00 the first time and $16,000.00 the second time.  But in the meantime, Donna had already asked Emergency Management for a check for $8,000.00, so that is the amount she has, and she didn’t appropriate more money for it this year.

Larry said that the price that Rodney Smith quoted Donna was not that bad.  Kevin thought that maybe the Library could use the generator if the town got rid of it.

The Selectmen discussed Cindy Hick’s request to change Reservoir Road to Porter Road, the Selectmen decided they would not change that road.  If they start changing one then they will have to change everybody’s.

Kevin took the grader up to Bob Caron’s to get fixed.  The soonest they can get one would be two months.  That is if they can fix it, if not we will need a new grader.

Frank got a price on simplex locks from Zizza, and it would be $575.00.  Donna would try to get money from Homeland Security.  She will get back to the board.

Frank made a motion to send the police out with the warrants for dogs, Greg seconded it.

The Selectmen decided that Larry Hartlen move his garage with 30 days or the town will seek legal action.  Frank made a motion, Greg seconded it, motion passed.

Bud Hulse told Donna that he cannot allow the Selectmen to go forward with 911.  If the Selectmen go forward with this on July 15, Bud will turn them all over to the Attorney General.  The Selectmen feel that they have followed the law and that they have not done anything wrong.

Greg made a motion to adjourn the meeting, Frank seconded it, motion passed.
