Selectmen’s Meeting
June 28, 2004
Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.

Selectmen signed all payroll vouchers and voucher manifests.
Bud Hulse asked the Selectmen what their intentions were and why? Bud said that Lancaster only changed certain numbers on Main Street and that Littleton only changed problem areas on Main Street.
Shawn introduced himself to the crowd and explained why the town chooses to do 911 and how it will benefit the town.
Bud asked Shawn why do some towns go into this and then not like it. Shawn explained that he could not explain the reasoning for other towns, just Colebrook.
Bud then quoted RSA 231:133a about how the town did not notify anybody of the change. He said that everything was stolen from him, his house, his identity, his license. Then he went on to talk about how the townspeople were never notified.
Larry said “Bud you were notified by an ad in the paper.”
Rick Collin said “We should have been notified by mail, take out bigger ads, and send letters.”
Donald Campbell: Doesn’t understand why this is, it will just mess up the businesses on Main Street.
Gerard LaPerle: Why don’t we have anyone from the U.S. Postal Service here? There is no need for 911 in the town.
Frances Sytek: Her building has been the same for 20years; now her building has two addresses, one on one side and one on the other.
Bernie Hicks: Why do the streets have odd on one side and even on the other?
Shawn Goodwin explained how they numbered the streets, and why some were odd and some were even.
Gerard LaPerle: The mail is going to get lost, magazines and all of the second class mail, things will be thrown out.
Rick Collins: explained how the cost will kill him, he has to hire a new person to help change all the addresses.
Larry asked Shawn if there is anyway that the Town of Colebrook could get out of the 911 project? Shawn explained that everything is up to the Selectmen.
Larry asked about the liability issues. Shawn said that would be up to the town attorney.
Gerard LaPerle: It is a great idea for out of town residents, but not for in town.
Donald Knapp: What about street names for Spring Street and School Street?
Fred Miller: It was decided on three years ago that the first half of Spring Street was supposed to stay Spring Street and the other half was supposed to be Forest Street. So why wasn’t that put into affect.
Donald Campbell: It is just putting things into the computer, everything is about the computer.
Pete Foskett: Changing the names of Spring and School Street would hurt the town. It would change the history of the town.
Helen Andolina: Will you change it or not? Stop wasting our time.
Larry: I will check with the attorney.
Jim Tibbetts: The things that the bank sends out are very private. What if someone opens someone’s mail?
Fred Miller: He has a problem with the addresses being given to Verizon and the Post Office, and the town not letting the people vote on it. He can see some long range problems with these security issues or a security breech. He called 911 and it was not law to do this.
Bernie Hicks: So on 7/15/04 will this be set in stone?
Larry: I will consult an attorney.
Janice Knapp: Who changed Spring Street to School Street?
Donna: Sally Wentzell worked on 911. She was a Selectmen at the time.
Billy Caggiula: Who gave her the right?
Larry: We can try to change this, but why didn’t anyone say anything or come to the meetings?
Pete Foskett: I came to the meetings and nothing was ever done. The ads did not say it was to change our addresses.
Irene Bean: I asked Sally at the Town Meeting about 911 and she said it was Kevin McKinnon’s fault that it was not done.
Bud Hulse: Mentioned the fact that Sally told him that 911 would only affect people out of the precinct.
Tracey Wright: Spring Street should go the whole length of the street. The springs go the whole length of the street. Three years ago Spring Street was supposed to be Forest Street. What happened with that?
Ellen Mongeau: I would like Sunset Dr. to go back to Gifford Lane.
Donald Knapp: There will be liability regardless if we implement 911 or not.
Stacey Campbell: What if you are on a cell phone?
Larry: They will have GPS on them, they do not have them on now.
Jim Tibbits: How will you notify everyone if 911 is stopped?
Pete Foskett: Is July 15 set in stone?
Larry: We will find out.
End of 911 discussion.
Larry would like a letter of Intent reviewed by a lawyer.
Two bids were put in for painting the Town Hall. Greg made a motion to go with Rich Perkins Painting for painting the Town Hall. Frank seconded the motion, motion passed.
There was only one bid for windows, Marty’s Final Vinyl. Frank made a motion to go with Marty’s Final Vinyl, Greg seconded it, motion passed.
Larry would like to schedule another meeting to discuss 911. Thursday, July 8 at 7:00pm. Shawn from 911 will meet the Selectmen at 3:00pm.
Greg suggested calling other towns and banks to see how 911 affected them.
The Selectmen discussed Robert Shaw’s abatement. Frank made a motion to deny the abatement, Greg seconded it, all agreed.
Donald Frizzell’s storm drain has been fixed.
Dr. Soucy stopped by to talk with the board about calling a lawyer to see if the lawyer would agree if attractive nuisances apply to the trailer on Hartlen Ave. owned by Eddie Nash.
Dr. Soucy also would like to know if the Selectmen want him to be the Health Officer again or not. He also asked them about utilizing windmills in the town.
The Gravel Bid and Mowing Bid need to be put out for bid in the newspapers.
Donna has sent a letter to Virginia Beecher asking her to please clean up her property on Colby Street. She has not done so yet, so the Selectmen would like Donna to send her another letter telling her that she has 30 days to clean up her property or the town will clean it up and send her the bill.
The Selectmen signed an adoption certificate for our Hazard Mitigation Plan.
Paul Nugent came in to talk to the Selectmen about his taxes.
