Selectmen’s Minutes

Selectmen’s Meeting
June 14, 2004

Members Present: Larry Rappaport and Frank Dumaine.

Others Present: Donna Caron, Heidi Lawton, Kevin McKinnon, Claire Knapper, Steve Cass, and Beno Lamontagne.

Selectmen signed all payroll vouchers and voucher manifests.

Chief Cass came in to talk with the board about the ordinances.  The board agreed that Chief Cass should come back to the next meeting to discuss the ordinances because Selectmen Greg Placy was not at this meeting.  He said that he would be back on June 28, for the next Selectmen’s Meeting.

Kevin and Wally came in to talk with the Selectmen about the Recycling Contract.  Donna and Larry agreed that they didn’t want to sign a contract for five years.  Kevin explained to Larry that if we send more than 12 tons of garbage out, we are going to pay tipping fees and hauling fees.  Wally explained that we should do our own recycling.  We could bring in a lot of money for the Town.  Donna said that we wouldn’t have to budget for tipping and hauling fees if we decided to do our own recycling.  

Wally feels that we should not get into taking propane tanks at the Transfer Station.

Kevin would like to get an ad in the paper about gravel crushing.  Donna said that she would check on that.

The Selectmen received a bid from Recreational Surfacing & Fencing for $8,885.00, for the Water Works fence proposal.  Kevin and Donna suggested that they put the bids out for fencing again.

Louise Russell came in to speak with the Selectmen about the way Police Officers handled the removal of her children from her house.  The Selectmen listened to her story and then explained to her that this is not a Selectmen’s issue.  The Selectmen suggested that she call CASA for help.

Kevin told the Selectmen that we need to start charging more for tires at the Transfer Station.

Frank made a motion to accept the bid from Ty Sales, Larry seconded.

Frank made a motion to accept the bid from Vermont Tennis Surfacing Co., Larry seconded.

The Legion wants to know if Public Works will put in a new water line, shut off, and main for them.  They have said that they would pay.  Frank made a motion to accept this, Larry seconded.  

Kevin explained that he walked the railroad tracks to see if equipment could get in there for drilling the water wells, Kevin felt that HydroSource could.  Kevin called Claude Cormier and told him yes.

Frank brought up the fact that some portions of the fence are missing by the Library.  Kevin said that there is a portion missing on purpose for the plow to plow the snow.

Kevin checked with Swenson Granite and for $11.00 a foot they will put capping, polished on the small retaining wall in front of the Memorial Park on Bridge Street.  Frank suggested Donna check with Sally about putting some cemetery fence there, Donna will check with Roland.

Mr. Blackwood, who owns the Gould Street Apartments, is going to take the Town to court because of a sewer backup problem he had.  The same thing happened last week at Waystack & King.  Kevin offered Waystack & King backflow preventers but they haven’t picked them up.

Robert Shaw’s Public Hearing began at 6:00pm.

Mr. Shaw explained that he applied for a barn easement for historical barns.  Larry asked if the barn has to be on a public road in order to qualify for the easement.  Mr. Shaw explained that if you take money from the government, then you have to have the barn open to the public for so many days a year.  If you do not accept the money, you do not have to have it opened to the public.  The Selectmen have 60 days to make up their minds.  They would like to have a tour of the barn when Greg gets back.  Mr. Shaw said that would be fine.

Kevin brought up the fact that the public can’t see the barn from the road and that you can only tour the barn by appointment only.  From 25% to 75% of the barn’s taxes could be abated.  Larry also said that added traffic to the road wouldn’t be good.  The road is already in bad condition, more traffic would make it worse.

Public Hearing Adjourned.

The Selectmen discussed the Mary Rainville vs. Peccoraro issue.  Donna told the board that there is a lawsuit going on between them.   She wanted to know if the Town wanted to be involved.  Larry said that it would be better if the Town not get involved in this case.  Frank made a motion that the town not be a party in the lawsuit, Larry seconded.

The Selectmen read the resolution for the Water Well Grants.  Frank made a motion to accept the resolution, Larry seconded it.

Donna read the Selectmen Sheila’s list of people who haven’t paid for their dogs yet.  This year the Selectmen will enforce the issue.
