Selectmen’s Minutes

Selectmen’s Meeting
April 26, 2004

Members Present: Larry Rappaport, Greg Placy, and Frank Dumaine.

Others Present: Donna Caron, Heidi Lawton, Kevin McKinnon, Claire Knapper, Donna Jordan, Steve Cass, Joe Caron, Sheila Beauchmin, Dave Radun, Claude Cormier, and Bruce Fowler.

Officer Joseph Caron was sworn in as a Corporal for the Town of Colebrook Police Department.

Selectmen signed all payroll vouchers and voucher manifests.

Kevin McKinnon introduced Claude Cormier from HydroSource; Claude showed the Selectmen some maps and explained how they chose the well drilling sites.  They drilled the first well and reached 100ft of bedrock and 15ft of angular gravel, the second well yielded 15ft of gravel with an 80 ft overlay of clay.  Claude explained that is good to protect against contamination.  The pumping test revealed that they could get up to 25,000 gallons of water a day.  Claude recommended at least two more pumping sites.  Larry asked Claude how much it will cost to drill another well.  Claude said $25,000 to $40,000.  Larry mentioned that we should drill the test wells before our option agreement runs out.  Donna said she would call Senator Gregg’s office again to find out when the rules and regulations are coming out, on the $500,000 grant received from his office.

Frank made a motion for Donna to let Claude know when he can drill, which will be as soon as she knows what the rules and regulations are.  Greg seconded it, Larry agreed, motion passed.

Kevin talked to the board about checking the roads and Pike will do the paving.  Kevin said we need chloride for this year, he budgeted $10,000 for this year.  He will purchase one load and a partial load only if another town share the transportation.

Kevin has broken parts on an aerator at the lagoons and it will cost $4,500 for new parts and $6,000 for a new aerator.  Greg made a motion to buy a new aerator, Frank seconded it, Larry agreed, motion passed.

Kevin would like to start charging Transfer Station fees again.  He already has large numbers of shingles collecting at the Transfer Station.  Greg agreed the town should at least start charging for roofing/shingles and demolition debris.  

Greg made a motion to start charging $50.00 per cubic yard for roofing/shingles and $35.00 per cubic yard for demolition debris as of June 1st, Frank seconded the motion, Larry agreed, motion passed.

Greg made a motion to pass the minutes with corrections for March 8 & March 22.  Frank seconded, Larry agreed, motion passed.

Frank made a motion to approve the February 9, 23, and the April 8 minutes, Greg seconded the motion, Larry agreed, motion approved.

The board would like a letter from Bruce Hawes’s neighbor Ray Gorman, before Bruce excavates.

The board approved Sheila Parkhurst’s water and sewer application, with Kevin McKinnon’s stipulations listed on the application.  Frank made a motion to approve the application, Greg seconded it, motion passed.

The Pool Committee would like to name the road that goes to the pool Rec Center Road.  The Selectmen thought maybe they would like a different name.  They would like Bill Sambito called and if the board members still agree to call it Rec Center Rd., the Selectmen approve it.

Greg made a motion to give Sally her plaque on Thursday because she is supposed to be coming in for a meeting, as she did not come in for a regular Selectmen’s Meeting; Frank seconded, Larry agreed, motion passed.

Frank said that he brought Josie at “Basket of Stitches” a copy of the town emblem to see if she could put it on shirts or mugs.  The board liked the idea and the Recreation Director is also looking into putting it on t-shirts for the children.  Larry thought that maybe the proceeds should go to the Downtown Development Committee.  

Greg made a motion to go into Executive Session on a personnel issue, Frank seconded.  Motion passed.

Greg made a motion to come out of Executive Session, Frank seconded.  Motion passed.  The Police Chief’s contract was discussed.

Greg made a motion to approve an abatement for Eric Shafer’s properties on North Main St., currently being purchased by Paul Martel.  Frank seconded it, Larry agreed, motion passed.

Frank brought up the fact that Larry Pryor would like to put 4 105 millimeter shells into the veteran’s memorial.

Frank made a motion to let the shells be placed, Greg seconded it, Larry approved, motion passed.

Gibb Dodge said that he would look at the wood on the South Hill Town Lot, to see if the town could possibly saw out wood to help build the new ambulance building.

Sheila wanted to know about the voting booths.  Greg mentioned that buying them would be better than building them.  The Selectmen decided to check out prices of different voting booths and see how much it would cost to have them made.  Greg mentioned Sheila call Cheryl Covell and stated if the town opted to build them than the town would provide the personnel to place them and remove them at each voting event.

Larry made a motion to adjourn the meeting, Frank seconded it, motion passed.
