Selectmen’s Meeting
January 26, 2004
Members Present: Sally Wentzell, Larry Rappaport, and Greg Placy.
Others Present: Kevin McKinnon, Donna Caron, Heidi Lawton, Claire Knapper, Jennifer Burchard, and Bruce Fowler.
Selectmen signed all payroll vouchers and voucher manifests.
Guy Laperle came in to talk with the Selectmen about the town buying Alan Bouthillier’s lot, he does not think that the town should buy this lot, and he asked the Selectmen what warrant article it would be because he is going to post it in his store not to vote on that warrant article.
The State sent Shelia a letter saying that they will be inspecting our voting polls tomorrow.
Sally explained the 911 forms that will have to be mailed to all the town’s people. She also would like an ordinance with a fine for not marking your house by a certain time. A packet of information for evacuating people in an emergency will also go out with this information.
The Selectmen did not sign an Intent to cut from Greg Gould because his property taxes are not paid.
Tri-County Cap is asking for money for funding for 2004. The Selectmen said that they would approve the amount requested gladly since they do so much for the town.
Donna told the Selectmen that the State awarded the town $500,000.00 for our water wells. She also told them about how she received $80,000.00 for the Mitigation Grant that she submitted.
Larry would like to send out surveys for the Master Plan to the public, they are due back in by March 15, 2004. He would also like it on the web, he talked with virtual town hall and they want to charge $250.00 to put the survey on the web and tabulate votes. Larry suggested that he might buy the software himself, and that he would install it himself and save the town some money. He would like one of the bank’s to cover the postage on the mailings and he would also like a return envelope enclosed with the survey.
Kevin McKinnon came in to talk with the Selectmen. Kevin said that Claude from HydroSource can come ASAP to drill the wells, but the roads need to be dozed and made frozen. HydroSource sent up a fax today with quotes from the cheapest company to drill. Greg wanted to know what made these quotes the cheapest? What are we comparing them to? Kevin said that we had figures on how far they had to drill, from November. Donna said that she would get Greg all of the information from November, and then he could compare the companies.
Kevin also got quotes on a portable generator from S & S Electric (Rodney Smith). The price quote was for $25,000.00, this would be a 60kw and diesel motor.
Kevin suggested that the water bills be sent out in April and October because it is hard to read meters in January with all of the snow banks. Labor is costing them $1,000.00. Kevin said that it would save the town time and money to do it this way. Kevin is also working on redoing the water rules and regulations.
Kevin would like his men to receive something weekly for being on-call. Right now they have to sit by the phone when they are on-call and they get nothing for it. The Selectmen said that they would discuss it.
Kevin talked to the Selectmen about what other towns are charging for their Transfer Stations, he did a comparison and the Selectmen said they would discuss it and get back to him.
Kevin told the board that Ronnie Haynes will be having surgery on his shoulder, he tore his rotator cuff, and will be out of work for at least six weeks, and when he comes back, he will be on light duty for a while. Kevin would like to hire someone to be on-call for plowing while Ronnie is out, the board agreed that someone should be hired, but they will get back to Kevin on how much someone will be paid.
Donna told the board that she wrote a letter to Eric Mitchell saying that he had two weeks to take down his ramp or start the process to do something about it, and since then he has come in to get an application from the Planning Board for a building permit.
Larry asked Donna if our fees from Moynihan had been paid yet, and she said that Bernie Waugh sent us a letter that was sent to Waystack & King, and Waystack & King are offering the town $12,000.00. Larry made a motion not to accept this amount, Greg seconded it, offer not accepted by the full board.
Alicia called Donna to tell her that she had called the First Colebrook Bank to get a figure on a loan to purchase Alan Bouthillier’s lot. For five years there is a 2.9% fixed rate, they would accept an annual payment, the payment would be $40,000.00 and the interest would be $5,800.00. For ten years the percentage rate would be 3.55%. Citizens Bank would only give us a bond and Greg told us that the school’s bond rate is higher than both of these percentage rates, so the town will probably go with First Colebrook Bank.
The Budget meeting will be on February 10th at 7:00pm, and if a second hearing is needed then it will be on February 12th at 7:00pm.
The Selectmen signed a letter for Duane & Nancy Call thanking them for coaching this year.
Kevin wrote a letter to Roy Gilbreth from DES telling him about all of the changes to the deficiencies that Roy had said that we needed to fix.
Irene Bean is having a meeting February 9th at the Congregational Church to discuss all of the social services that are in town. She invited the Selectmen to come.
Shelia gave the board a memo on RSA 674:41 which is Prohibition on Building and Roads. The board decided to have Bernie Waugh look into this matter.
Sally read the board a letter from Mr. & Mrs. Bourn, they did not see an error on their PA-34 Form, Sally saw the error and sent them a letter, and they thanked Sally for finding the error.
Steve Cass came in to talk with the board about the snowmobile ordinance. He would like to change the fines on the ordinance. Greg asked about the curfew and Steve said that it is going fine. Steve would like the noise ordinance really looked at by the Selectmen also.
Larry said the Recreation Committee met last Wednesday and things went well. They will meet again on Wednesday, January 28th at 7:00pm. They are looking at starting interviews on February 4th.
The Selectmen went into Executive Session at 6:00pm
