Selectmen’s Meeting
January 12, 2004
Members Present: Sally Wentzell, Larry Rappaport, and Greg Placy.
Others Present: Donna Caron, Lucie Fillion, Jennifer Burchard, and Bruce Fowler.
Selectmen signed all payroll vouchers and voucher manifests.
The December 8th minutes were voted on and approved by the Selectmen, Greg Placy made a motion to approve, Larry Rappaport seconded, all in favor, minutes approved.
Emile Legere has withdrawn his application from the Board of Tax and Land Appeals.
Alan Bouthillier came in to speak with the board regarding his lot, he told the board that he has put $167,300.00 into the land and that he has paid $90,000.00 to Nugent, $47,500.00 to Berkley Edwards, $13,000.00 for asbestos removal, and $16,000.00 for his trucks to hall it out. He told the board that he does not want to pay taxes on the land and that the town will need to insure the land, and the town can use the land until town meeting, if the town has not purchased the land by then, he will close it off. Alan offered to furnish the town with a lease to go by. Larry Rappaport made a motion to take out an option until town meeting when the Selectmen could present it to the public; Greg seconded the motion, approved by the board. Alan agreed to this.
Bruce Fowler invited the board to the annual meeting on January 21, 2004.
Shelia would like the Selectmen to count the ballots if they would like to go by State law. She would also like a Selectmen to cover the moderator’s position so that he can go to lunch from 12:00 to 1:00. Sally said that she would cover the moderator’s position. Sally also mentioned that our polling place does not meet the standards of the new law.
There were two zoning violations that were brought before the board, Larry Hartlen and Eric Mitchell. Larry made a motion to have Donna write them a letter giving them two weeks to comply and then their cases would be turned over to our attorney. She told Larry Harlten that he could call Heidi and that she would help him fill out the application if he needed it. Greg seconded the motion, all approved.
Donna told the board that she received a letter from Bernie Waugh saying that he sent a letter to Waystack & King regarding Eddie Nash. The board will not settle for less than the total amount due and if Eddie Nash does not pay the total amount due, Mr. Waugh will bring him to court.
Donna asked the board if they would like to pay $300.00 to have a second license for the virtual town hall. Larry had expressed interest on getting in so that he could put the Master Plan documents on the website. Larry made a motion to pay it, Greg seconded, all approved.
The board discussed leases that the town had out on various vehicles and equipment. The board discussed some things that a lease for the town should include. Some of the things that they discussed were:
Insurance
Final buyout
Actual cost to the town.
Maintenance agreements
Any other costs
Having copies of the agreements
Donna showed the board a letter that she received from DES.
The board entered executive session at 5:10pm. By a motion from Larry, and a second from Greg, passed with full board approval.
The board exited executive session at 5:43pm, Larry made a motion to seal the minutes and Greg seconded, no decision was made on the executive session issue.
Lucie Fillion and Ray Gorman came back into the room, and Ray discussed the Recreation Advisory Board. Sally explained the guidelines to Ray and told him that everyone who volunteered shall be on the Recreation board. She also explained that the advisory board would hold it’s own meetings and do their own minutes. Ray thanked the board and told them that they would be having a meeting on Wednesday, January 21 at 7:00pm, at the town hall.
The board discussed using the courtroom for meetings whenever they needed it. Lack of space to hold meetings are becoming a problem. They also asked how much fuel, electricity, and upkeep has risen and wants them factored into the new lease figure. Larry made a motion; Greg seconded it, and it passed with full board approval for Donna to write the court a letter with new lease figures and the fact the town will use the courtroom whenever they need it, as long as court is not in session.
