Selectmen’s Minutes
October 13, 2003
Members Present: Sally Wentzell, Larry Rappaport, and Greg Placy.
Others Present: Donna Caron, Lucie Fillion, Donna Jordan, Donald Frizzell, and Bruce Fowler.
Selectmen signed all payroll vouchers and voucher manifests.
A yield tax warrant made up of several individual property owners was short $.02, Greg made a motion to abate .02 from the highest listed tax payer, Larry seconded, motion passed.
Sally explained that Emile Legere was due property tax abatement for 2002 and 2003. One in the amount of $12,031.00 and the other for $11,089.11 plus 6% interest for one year. She would like to pay both from the current overlay so that it doesn’t affect the 2004 tax rate. Larry would like to request that Avitar pay the interest, as they were the ones that were late in figuring the abatement. Sally said she would talk to them.
Fred King explained to the board that the town should establish a commission made up of three members to negotiate with landowners along Route 26 and to declare it as a good East, West Highway. The current Route 26 project is figured on traffic for the next twenty years and the governor feels people should think farther ahead. Attendants at previous meetings asked for more passing lanes than what the project entails. Fred would like to see less curves, and feels that could be done by cutting into the bank by Tillotson’s house but that would lengthen the town maintained section of Washburn Road. The selectmen do not have a problem with straightening out the road, lengthening Washburn Road but Sally does not want the Washburn family to think the town will maintain beyond the bridge. Fred said he
feels Route 26 would be the least expensive route to take for the East, West Highway.
The board discussed the winter sand bids, they are as follows:
Cloutier – 2.20 8.800
Gray- 3.75 15,000
Jeffers- 2.25 4,250
Cloutier would separate the stone for $2.40 per yard for a total of $9,600.
Gray listed an hourly rate for stripping the pit
Jeffers gave a price of $4,250.00 for stripping the pit.
The board decided to go with Clark Jeffers for the 2003-2004 winter season, Sally made a motion, Larry seconded, motion passed.
Bruce Fowler talked to the board about the lights on the bridge. He was able to purchase the bulbs from Charlie Aubee for $16.00 or $17.00. Bruce asked the board if the town would take over the maintenance of the lights. Greg made a motion, Larry seconded it, motion passed. Sally would like the cost to be charged to streetlights.
Donald Frizzell came in to talk with the board about the wash out problem on Titus Hill. He explained that the drain by his driveway plugs up every year and washes out the road. He says that it happens every spring and happened again on September 26th and goes into their driveway, which is paved the first 15 to 20 feet. Greg suggested that the manhole be changed to a square top manhole. Usually Donald is home when the town has high rainfall, and keeps leaves cleaned off the drain grate, but he was away in September and leaves stayed on top of the drain and plugged it. He would like to see something done to alleviate this problem. Greg asked Donald if that was an area where people didn’t walk, bike, or ride, and Donald said yes. Donald said that the ground was
starting to wash out; Greg said that he would take a look at it.
Bruce Fowler asked the board when the CDDA and the town could exchange the deed for the Williams property on the corner of Main and Spring Streets. He will call Donna tomorrow.
The board has received complaints of cars parked beside the road and vehicles and equipment running after hours, plus vehicles traveling between the fence and trees at the old George Gould site. They feel Eddie Nash is in violation of his site plan and agreed to call Attorney Wayne Moynihan for legal advice through a motion made by Larry, seconded by Greg and agreed to by Sally.
The board entered an executive session per RSA 91-A: 3, II 3 by a motion made by Larry Rappaport, seconded by Greg and agreed to by Sally. The board exited executive session with a motion by Larry to seal the minutes as no decision was made per RSA 91-A, III, seconded by Greg and agreed to by Sally
The board was advised that a stainless steel sander and installation of the hydraulic system connecting the sander, wing and plow would cost approximately $9,000.00. It was felt that the hydraulic price was expensive and Greg will discuss the issue with Kevin McKinnon before a decision is made.
The board does not want the police department to enter the DARE program at this point but feel it is important to be visiting the schools. They would like to see a full police force before starting up DARE again.
A motion to adjourn was made by Greg, seconded by Larry and all agreed.
