Selectmen’s Minutes
September 8, 2003

Members Present: Sally Wentzell, Greg Placy, and Larry Rappaport.
Others Present: Donna Caron, Heidi Lawton, Kevin McKinnon, Lucie Fillion, and Donna Jordan.

The board signed all of the vouchers, manifests, resident’s tax, current use, sewer abatement, and resident tax abatement.

Donna gave the board their Monthly Expense Reports & Actual & budgeted expenses and encumbrances to review.
Larry Rappaport told the board about some business brokers that were coming to Colebrook this Thursday to look around Colebrook.  They will be having lunch at The Balsams, and the selectmen are welcome to come.  Larry also told the board that some people were coming to look at the SPEC building.

Donna told the board that she asked Kevin McKinnon to chloride the town roads, the whole road.  Kevin said that he already does this and that he does it twice in front of houses.

Donna asked the board what they would like to do about the culvert up by Ippolito’s house.  There has been water run off on to Reed Road.  Kevin said that he would come up with a solution for the problem, maybe dig a ditch.

Larry Rappaport explained to the board that the Planning Board had a meeting on cluster housing, and that they came up with regulations for it.  They used regulations from the towns of Boscawen, Carroll, and other towns, and they all suggested using green space.  The Planning boards regulations are 100ft setbacks, with 30% of livable area in green space.  Clay Hinds will be doing four subdivisions with one building being built first, and then when that sells, he will build another building on the next lot.  If for some reason the first building doesn’t sell and he goes into the red, then the first lot can be taken away, but he will not lose the rest of his property.  Kevin also explained to the board that if they put a conservation easement on the property, than they can get credit for it.

Donna explained to the board that an Attorney Shulock out of Concord will be coming to the ZBA meeting.  This is regarding Mike Bouchard and an abutter complaining.  Donna asked the board if they thought it would be all right if she turned the case over to Attorney Waugh, instead of using Tim Bates.  Attorney Waugh has a stronger background in junkyard cases, and rental lots.  Larry made a motion to approve this idea, Greg seconded, and Sally agreed.  Motion passed by a full board.  Larry also made a motion that Attorney Waugh collect $15,000.00 plus interest and any court fees incurred from Attorney Moynihan regarding Eddie Nash.  Larry also told the board that September 15, 2003 is the due date for Eddie Nash to have his fence up and trees planted.  Greg seconded the motion, motion passed.

Shelia has an issue with Mr. Ducharme, he didn’t pay John Bolens for pumping his septic, instead he went and saw John’s son and asked him for a receipt, and the son gave him one.  Previously the selectmen had wanted Mr. Ducharme to pump his septic every two weeks, but Mr. Ducharme asked Shelia if the board would let him do it once a month.  Larry made a motion to keep it at every two weeks, Greg seconded it, motion passed.  Larry also made a motion to send this issue back to the Planning Board, Greg seconded it, motion passed.

Donna explained to the board that Ed Laverty had come to see her; explaining that The Town of Pittsburg is upset because they house their own ambulance and we don’t.  Donna explained to the board that Kevin McKinnon owns some land up by the hospital and that he would be willing to trade with the hospital so that they could build an ambulance bay up there.  The board did not feel that we should have to build our own bay, and that it is too bad if Pittsburg is mad.  The question was also raised about whether or not Pittsburg pays any money to Colebrook to sand Hospital road in the winter or not.  Donna said that they do not.

Kevin showed the board a list of the trucks that he has found for this winter.  He explained that the best one that he found was a truck from Dick’s Truck Sales.  He would like a new truck, but he priced them at Lewis Ford and Berlin City and they are too expensive.  The truck from Dick’s is a salvage vehicle out of Pennsylvania; it has sixty-six thousand miles on it, a plow frame, plow, and hydraulics for a cost of $29,500.00.  Dick told Kevin that he would also throw in the wing for free.  Greg explained to the board that a diesel truck could go until 250 thousand miles.  Kevin is going to try to get the history of the vehicle and find out if a salvage vehicle can be insured.

Shelia wanted to bring up to the board that when she took over as Town Clerk form Solange Hebert, the State of NH never notified her that she was supposed to be a Municipal Agent.  Now the State of NH has just sent her a letter stating that she needs to do this soon.  The State is charging the town $300.00.  The board felt that this wasn’t right, and they did not sign the letter from the State.

In the Safety Committee handbook there is a page about the American Disabilities Act Coordinator, previously it was Fred Miller.  The book needs to be updated so the board choose to call Fred Miller and see if he still wants to do it, and if he doesn’t Greg Placy said that he would.

The board received the new Normandeau Associates letter about well testing.  Some of the levels went up and some went down.  The board could not read the charts very well, so Donna told them that Kevin had made a graph showing exactly which levels were up and which ones were down.  Donna will try to get a copy of this for the board members.

Donna talked to Ken Hastings about the tires being cleaned up from the river, and he has gotten a company out of Vermont to pick them up.  The State of Vermont is paying for the clean up.
Letter from NHDOT to Sandra Riendeau regarding the appearance of the metal poles, NHDOT is not going to do anything about them at this time, but did say that if anyone had any ideas, they could let them know.  The board was okay with this.

Resource Management Inc. is inviting the Selectmen and Town Manager to the Seventh Annual Pig Roast on Sunday, September 21 from 1:00pm to dusk.

The board reviewed the Inventory Property Penalties.  The board decided that if someone bought property in January, February, March, or there after they are not responsible for the penalty.  Larry made a motion to approve this, Sally seconded it, motion passed.  Larry made a motion to charge those people that did receive one and just didn’t send it back; Sally seconded this, board approved.  Greg abstained from voting on this issue.

The board reviewed the parade permit for the Homecoming Parade.

Donna told the board about the Municipal Law Lecture series at Bretton Woods, Sally signed up for one, Greg for two, and Larry for one.

The board reviewed two applications from people wishing to direct traffic.  The town needs someone to direct traffic on Thursday and Friday nights, and after school.

Donna told the board that she has received several complaints about speed limit signs needing to be put on certain roads.  People want them on Piper Hill Road, Hughes Road, and East Colebrook  Road.  Greg told the board that if you put one speed limit sign on a town road then you need to put a speed limit sign on every town road.  Kevin told Donna that he heard that the people on Titus Hill are forming a petition to put up speed limit signs.

The crosswalk by Vancore’s house on Park Street will need to be re-painted.

Attorney Shulock sent Donna a package including the ZBA application.  Donna is consulting with a lawyer on this matter and will get back to him regarding this matter.

Kevin MacCready submitted a memo to the board wanting to blow the town whistle on September 11 in memoriam for the people who died on that day.  The board disagreed with this, they felt that people should move on and forget.  The board denied Kevin’s request.  Sally made a motion to deny, Larry seconded it, motion passed.

Donna read the board a memo from Kevin McKinnon regarding the Colebrook Landfill Leachate Plume.

Senator Gallus sent the board a letter regarding the education funding; it has gone down from last year.

Donna read the board a letter from Gary Carter saying that he has gone back to England and that his wife Sylvia Bundza Carter is selling sex toys and swords at The Sea Moon.  The board felt that this wasn’t an issue for the board of selectmen.

Sally told the board that 911 called her and told her that they probably would not get the 911 maps done this year.  Sally told them that if she didn’t get the maps done, she would call Ray Burton.  911 called her back and told her that the maps would be done soon.

Larry told the board that NCIA is now offering Broadband to homes in Colebrook.  A Verizon employee also told Larry that they will be offering broadband in this area soon.  Senator Gregg is now helping us with the fiber idea.

The Selectmen made it clear to the newspapers that they would like to encourage the public to attend planning board meetings on cluster housing regulations.  They want the public’s input.

North Country Council wants two representatives to go to meetings.  The board nominated Donna, Larry made a motion, Sally seconded, Greg agreed, motion passed.

Greg said that someone is living in a camper trailer up by Bob Caron’s garage.

Greg also told the board that there is going to be a committee starting up to fix up the ballfield.  He will be on the committee.

Larry made a motion for the meeting to adjourn, Sally seconded it, motion passed, meeting adjourned at 6:21pm.
