Selectmen’s Minutes
August 11, 2003

Members Present: Sally Wentzell, Larry Rappaport, and Greg Placy.
Others Present: Donna Caron, Heidi Lawton, Lucie Fillion, and Steve Cass.

Sally brought the meeting to order.

Board approved tax exemptions for Peter Hallee and Linda Shaw.  They denied Richard Rainville’s tax exemption because he didn’t serve 90 days in the military.

5:30 pm- Michael Harrington came and discussed current use with the board.  He showed the board a map of his property and explained that his pine trees were red pine not white. Sally told him to re-submit his application with the changes they discussed.

Larry Rappaport review the NCIA DSL connection pages, he said that he would do the connecting for free, and that he would call NCIA to find out why the prices that they quoted were so high.

Craig Nelsson has a Zoning Ordinance Violation that the Planning Board gave to us, and the board turned it over to Wayne Monahan.

Larry Rappaport let the board know that the Planning Board would be meeting on Wednesday night at Larry’s house to set up a Housing Cluster plan for the Town of Colebrook.  The board knows of two incidences where this will come in handy.

Larry Rappaport made a motion to enter executive session for a personnel issue, Greg seconded it, and it passed with full board approval.  Larry made a motion to exit executive session and seal the minutes as no decision was made, Greg seconded it and it passed with full board approval.

Donna told the board about the Dixville Marathon Fun Walk.

The board took home the Police & Sergeant Merit Increases to be reviewed.

Donna gave the board a copy of the letter from NHMA regarding Norman & Amy Brooks.

The board discussed junk cars on Hartlen Avenue and Dr. Soucy’s health inspection report.

Clifton Boudle asked for an abatement on the sewer for John Bacon’s trailer.  He does not have a meter and was charged the unmetered rate.  He wants to pay minimum because John is one person and Stub will not place a meter under his trailer.  Donna did tell him that everyone else in town paid a flat rate if they did not have a meter.  The board voted that all others pay an unmetered rate if they don’t have a meter and Stub will not be treated differently.

Motion to close the meeting by Larry Rappaport, and seconded by Sally Wentzell at 5:45pm.
