July 7, 2009 Planning Board Minutes
Chairman Kevin McKinnon called the meeting to order at 7 pm. Board members present were Danny Lyons, Sandra Riendeau, John Jolles and alternate Charles Baldwin.
Others present were Susie Nash, Jimmy Jeffers, Paula Wood, Dana Masson, Buddy Boudle, and Patty Hart.
Building Permits:
James Jeffers – Move existing house on Tax Map 252 Lot 28-1 to Tax Map 252 Lot 28 on Carlton Hill Road. Mr. Jeffers noted that the septic design is still in process. Sandra Riendeau made a motion to accept the permit; conditional on receiving an approval for construction of a septic system. John Jolles seconded the motion and all present agreed. CONDITONAL APPROVAL - #2009-31
James Jeffers – Replace existing home on Tax Map 252 Lot 28-1 (Carlton Hill Road) with a new 28’ x 52’ residence. It was noted that an existing three-bedroom approved septic system exists on the lot. Sandra Riendeau made a motion to approve the permit; John Jolles seconded and all present agreed. #2009-32
Olive Hicks – 9’ x 12’ bathroom addition to the residence at 160 Main Street (106-75). Sandra Riendeau made a motion to approve the permit; Danny Lyons seconded and all present agreed. #2009-33
Robert & Cynthia Mills – 12’ x 17’ deck on side of home located at 50 Reed Road (R9 Lot 65). Sandra Riendeau made a motion to approve the permit; Danny Lyons seconded. The vote was 3-0, with John Jolles abstaining. #2009-34
Mike & Joeng Divney – 10’ x 16’ shed to be placed on their property at 58 Pleasant Street (108-11). Sandra Riendeau made a motion to approve the permit; John Jolles seconded and all present agreed. #2009-35
David & Gail Purrington – 28’ x 42’ modular home with attached 26’ x 26’ garage to be placed at 129 Corliss Lane (103-59). Sandra Riendeau made a motion to approve the permit; Danny Lyons seconded and all present agreed. #2009-36
Jeff Brooks – 16’ x 18’ recreation room off the living room on the residence at 76 Stevens Hill Road (214-27). It was noted the addition would be set on concrete blocks. Sandra Riendeau made a motion to approve the permit and waive the fee; Danny Lyons seconded and all present agreed. #2009-37
Daniel Ouimette – 36’ x 40’ garage with 10’ x 10’ breezeway to be placed on the property at 219 Reed Road (232-13). Daniel Lyons made a motion to approve the permit; John Jolles seconded and all present agreed. #2009-38
Sign Permits:
Paula Wood – 30” x 36” sign, stating “It’s All About Livin Life”, to be placed on the building at 119 Main Street. Landowner approval was given. John Jolles made a motion to approve the permit; Danny Lyons seconded and all present agreed. #2009-39
Patty Hart – 18” x 20” sign, tacked to the columns at the American Legion Building at 4 Pleasant Street. The signs would state “Clothing Only – No Dumping” and “Violators will be prsecuted”. Landowner permission was given. Sandra Riendeau made a motion to approve the permit, waiving the fee. Danny Lyons seconded and all present agreed. #2009-40
Colebrook Automotive LLC – 4’ x 8’ sign, stating “Colebrook Automotive Used Car Sales”, to be placed on the building at 113 Colby Street. Sandra Riendeau made a motion to approve the permit; John Jolles seconded and all present agreed. #2009-41
Waiver of Site Plan Regulations:
Paula Wood - Request for a waiver of site plan regulations for the use of the property located at 119 Main Street. Mrs. Wood proposed to establish an apparel retail store at this site. Her grounds for a waiver were that the space has been used previously as a retail store. John Jolles made a motion to approve the waiver; Danny Lyons seconded and all present agreed. Mrs. Wood was advised that, should there be a problem regarding this site in the future, the Planning Board had the right to ask for a full site plan review and public hearing. APPROVED
Boundary-Line Adjustment Public Hearing:
Brian Beaton & Jil Donovan – Boundary-line adjustment of their properties located on East Colebrook Road, identified on the Colebrook Tax Map as 235-31 and 235-32. The proposed boundary line adjustment will create two lots, one equaling 2 acres and one equaling 4.8 acres. It was noted there are currently two homes on Lot 235-32.
Dana Masson, surveyor, explained that he is currently waiting for a State Subdivision Approval for the lot under 2 acres. Review of the plan showed no problems. Sandra Riendeau made a motion to accept the plan as presented, conditional on receiving the State Subdivision approval. John Jolles seconded and all present agreed. Mr. Masson will return with the plan for signatures upon receipt of the state paperwork.
Bills:
John Jolles made a motion to pay the invoice from the News & Sentinel in the amount of $46. Sandra Riendeau seconded and all present agreed.
Old Business:
Dana Masson and Buddy Boudle appeared before the Board regarding the Floodplain Elevation Certificates for the Boudle Trailer Park on Park Street. It was explained that a completed Elevation Certificate would need to accompany the building permit application for the cement slab for each site (ten).
New Business:
Patricia Gaivin of North Country Council questioned if the proposed downthown flood mitigation activities and the Connecticut River log jam project required Planning Board approval. In regards to this project, the general consensus of the Board was no approval is necessary; the state and federal have enough guidelines, rules and regulations. The Board supports the projects.
Discussion ensued regarding whether the Board should ask the Fire Chief to continue inspecting oil furnaces, and as to whether gas, propane and wood furnace should be added. Currently the state heating permit applies only to oil furnaces. State Fire Marshall Charles Chalk advised that should the Board wish to include gas, propane and wood, authority should be adopted within our regulations. The Board questioned if inspections added to the Town’s liability or whether the installer’s signature would be enough protection.
John Jolles made a motion to approve the June 9, 2009, minutes as presented. Danny Lyons seconded and all present agreed.
The meeting was adjourned at 8:30 pm.
