COLEBROOK PLANNING BOARD
Dec. 13, 2008 Meeting Minutes

The meeting was called to order at the Williams Building conference room at 8:10 am.  In attendance was Chairman Mike Ouellet, board members Sandra Riendeau and Roland Cotnoir.  Irene Bean entered at 8:30 am.

The first topic for discussion was changes to the existing ordinance pertaining to the Certificate of Occupancy.  On a motion by Sandra and a second by Roland, the board u voted unanimously to change section 4.  We propose to the taxpayers the following changes;


4. Timely process.  All applications for Certificates of Occupancy, once accepted and marked complete by the towns designated employees shall be processed within thirty- five (35) business days or the application shall be considered as automatically approved.  If circumstances require quicker Board action, upon written request, the Planning Board or its designee will consider and process the Certificate of Occupancy within 5 days of request or it shall be considered automatically approved.


The Board discussed windmills.  The board would like to have abutters notified when a windmill Building permit is submitted.  This should be done by regular mail.  In July 2009 the abutter notifications will have to be via certified mail per State RSA.

Mohawk Cottages were discussed in reference to the Town’s cluster housing regulations.  No action taken.

The board discussed 1 principal building per lot.  The board agreed that there should only be principle building per lot and that accessory buildings should be considered on a case-by-case basis.  The board felt there needed to be more discussion and no action was taken.

The Board recommended unanimously on a motion by Roland and seconded by Irene, that the following should be added to section C of the zoning ordinances in Section 6, permits, for consideration by the Colebrook taxpayers.
If construction has begun, and is not completed after one (1) year, the board will consider a permit extension for up to one (1) additional year.  If an extension is granted, the original Building Permit will become null and void, if construction is not completed by the end of the extension.   A new application will have to be submitted and heard for consideration by the board.  Building Permits are not transferable.

The meeting was adjourned at 9:30.
