June 17, 2008 Planning Board Minutes
Vice Chair Kevin McKinnon opened the meeting shortly after 7 pm. Board members present was Sandra Riendeau and Selectman Roland Cotnoir. Mike Ouellet entered the meeting at 7 :15.
Others present were Huguette Poulin, Edward Poulin, Jim Wells and Sheila Beauchemin.
Site Plan Public Hearing:
Edward and Huguette Poulin – Kevin McKinnon read the site plan application proposing to place a retail store on Colby Street. It was noted that the driveway application had been submitted. This business endeavor would be the same as currently conducted by Huguette and Edward; it is just changing locations. A letter from Jim Wells stated test pits and perk tests conducted on the property indicated the lot would support the necessary septic system. It was noted the endeavor would be hooked to the town water system.
Roland Cotnoir asked if any portion of the business would consist of rentals. Mr. Poulin stated it would be only one business. Kevin McKinnon questioned if there would be outside lights. Mr. Poulin remarked there would be one on the building itself with a motion detector in the rear of the building. No sprinkler system will be within the building as it is not required for less than 4,000 square feet.
Mike Ouellet questioned water run off from the site. Mr. Poulin stated he planned to use the same type drainage with stones that he used at his present site. This has worked very well. In answer to a question regarding snow removal, Mr. Poulin stated he felt the parking lot would be large enough to utilize some of the space for now, pushing ut primarily toward the tracks in the back. He also stated that the box trailer currently sitting on the property would be removed as soon as construction is completed.
Merchandise deliveries will occur using the driveway access noted on the plan. Mr. Poulin indicated he might ask to move it further down on Colby Street later on if necessary.
Mike Ouellet questioned if there would be anything in the ownership of this parcel which would stop maintenance to the drainage ditch going along the edge of the property. Kevin McKinnon remarked that he believed the school had an easement to maintain the ditch.
Sandra Riendeau made a motion to accept the site plan as presented. Roland Cotnoir seconded and all present agreed. Mike Ouellet reminded Eddie that, if the land is not developed within one year, they should come back for an extension.
The meeting was adjourned at 7:45 pm.
