Planning Board Meeting
August 21, 2006


Chairman Ouellet opened the meeting shortly after 7 pm.  Board members present were Irene Bean and alternate Sandra Riendeau.  Sandra was asked to sit in for Edward Carrier.

Others present were Robert Hodge, Valtin Bean, Colin Sutherland and PersonNameSheila Beauchemin.


Driveway Permits:

Mark Santangelo – Place a 29’ camper trailer on property presently owned by Robert Hodge off addressStreetCotnoir Drive (R10 Lot 6).  It was noted that the camper would only be used to live in until November and then be stored.  The waiver for a septic design was not completed; therefore, the Board had no option but to deny the permit.  A motion was made by Irene Bean to deny the permit; Sandra Riendeau seconded and all present agreed.   DENIED

Mark Santangelo – 36’ x 80’ garage / pole barn to be placed on property presently owned by Robert Hodge off addressStreetCotnoir Drive (R10 Lot 6).  Sandra Riendeau made a motion to approve the permit, conditional on the waiver of septic design being signed; Irene Bean seconded and all present agreed.  CONDITIONAL APPROVAL - #2006-77

Mark Santangelo – 43’ x 48’ three-bedroom log home to be placed on property presently owned by Robert Hodge off addressStreetCotnoir Drive (R10 Lot 6).   Irene Bean made a motion to approve the permit, conditional on receiving a state approval for construction of a septic system; Sandra Riendeau seconded and all present agreed.  CONDITIONAL APPROVAL - #2006-78

Elizabeth Bascom -  8’ x 12’ shed to be placed at addressStreet304 Diamond Pond Road (R2 Lot 2-6).  Sandra Riendeau made a motion to approve the permit; Irene Bean seconded and all present agreed.  APPROVED - #2006-79



Subdivision Public Hearing:

Steve & Corrine Baillargeon – Chairman Ouellet read the subdivision application indicating a subdivision and boundary line adjustment between the properties owned by Steve and Corrine Baillargeon, located on Bennett Hill and identified on the Colebrook Tax Maps as R4 Lot 31 and placeLot 32-1.  Sandra Riendeau made a motion, seconded by Irene Bean to accept the application as read.

Surveryor Colin Sutherland explained that Mr. Baillargeon proposes to subdivide placeLot 31 into two lots, equaling 13.15 acres and 5.56 acres.  The larger of these two lots will then be merged with placeLot 32-1, creating a lot equaling 24.75 acres.  This larger lot will be accessed off addressStreetGettings Road.  Sandra Riendeau moved to accept the subdivision of Lot R4 Lot 31.  Irene Bean seconded and all present agreed.  The boundary line as presented, merging the newly created lot with R4 Lot 32-1, was moved by Sandra Riendeau as accepted.  Irene Bean seconded and all present agreed.  #638


Conceptual Subdivision Review:

Robert Hodge – Colin Sutherland presented a conceptual design for a two-lot subdivision off addressStreetCotnoir Road.  It was noted that a right-of-way will be constructed from addressStreetCotnoir Drive, across property owned by Mr. Hodge, to reach the proposed 34-acre lot.  Mike Ouellet pointed out that, currently addressStreetCotnoir Drive is considered a private driveway, accessing one home.  If a second home is built on the new subdivision, the conditions remain the same.  However, if in the future, a home is built on the residitual land, a loop road will be necessary, with the existing road upgraded to town specifications.

It was noted that the subdivision checklist indicates that the location of the test pits, test pit log results, license number and name need to be indicated on the subdivision plan.  Mr. Sutherland presented, with the subdivision application, a photocpy of the test pit data completed by a licensed septic designer.  He questioned putting the information on the subdivision plan because it would not have the septic designer’s seal or signature.  It was decided to check previous subdivision plans to see how the information has been recorded and let Mr. Sutherland know if the information had to be put on the plan or if a waiver would be accepted.

A public hearing for the subdivision will be warned for September 11, 2006.


New Business:

A question was reviewed regarding what appears to be hauling of material out of a gravel pit located off Route 26 on Robert Hodge’s property.  Mr. Hodge explained that the material had been used for landscaping and he was not aware he needed to complete an excavation permit application.  He agreed to discontinue any further hauling until an application had been reviewed.

Due to a conflict of interest, Irene Bean stepped down from the Board during the following discussion.  A letter from she and her husband was read by the Chairman, indicating their concern regarding the property next to theirs on addressStreetStevens Hill Road (placeLot 17).  It was questioned why they, as abutters, had not been notified regarding the development of a driveway and land clearing.  Mike Ouellet explained that driveway permits did not require the notification of abutters.  Mrs. Bean went on to state she feels the driveway will be a hazard to on-coming traffic, especially in the winter. She also questioned the drainage created by this driveway which, when added to the drainage already present from further up the hill, will ruin more of their property.  

Mr. Ouellet responded that the issue regarding run-off created by the town road should be addressed to the Board of Selectmen.  Run off from abutting property would be a civil issue.  It was noted that the driveway in question requires a culvert which appears has not been installed yet.  Mrs. Bean commented that she felt the driveway would have been in a safer spot if it had been placed further up the hill.

It was noted, as a result of this discussion and a review of an approval for construction of a septic system issued for the property at addressStreet55 Stevens Hill Road, that the current owners need to be notified that the previous building permit issued to that property is not transferrable.  The new owners must present a new building application.


Work Session:

Rules of Procedure - Last month Joe Ippolito agreed to rewrite recommendation #8 for review this month.  Mike Ouellet stated that Joe’s rewrite does not make mention of the fact that the Board could continue a meeting.  Irene Bean made a motion, seconded by Sandra Riendeau, to go with the attorney’s recommendation.  The final revision will be made and a public hearing for acceptance will be set for September 11, 2006.

It was decided to review the site plan regulations proposed change to add a deadline, along with the recommendations for change to the floodplain ordinance from the Office of State Planning, at the October 2, 2006 meeting.


Old Business:

The minutes for the August 7th could not be approved as a quorum of members who had attended this meeting were not present.  The minutes will be reviewed at the September 11th meeting.

The meeting was adjourned at 9 pm.
