Planning Board Minutes

Chairman Mike Ouellet called the meeting to order shortly after 7 pm.  Board members present were Kevin McKinnon and Sandra Riendeau.

Others present were Robert and Dorothy Keazer.

Public Hearing for Amendment to Zoning Ordinance

Temporary Signs -  Due to the stormy weather and small turnout of members and public, it was agreed to continue this issue to the next Planning Board meeting on December 13, 2005.

Public Hearing on Proposed Rules of Procedure

A lenthy response was received from town counsel regarding the proposed rules of procedure.  Board members present determined that all of the suggestions should be incorporated into the proposed rules, except for the very last one.  The changes will be made and the rules reviewed once more.

Building Permit:

NH Electric Co-op – Temporary office trailer to be placed on their property at 71 Trooper Les Lord Memorial Highway.  It was noted that the existing facilities within the main office would be utilized; therefore, no water or sewer was necessary.  Sandra Riendeau made a motion to approve the permit; Kevin McKinnon seconded and all present agreed.  APPROVED - #2005-105

Site Plan Review:

Robert & Dorothy Keazer – Mr. & Mrs. Keazer explained their plans to use their site on Harvey Swell Road (R2 Lot 16) as a bed and breakfast establishment with lodging.  All the necessary paperwork was in order.  Sandra Riendeau made a motion to approve the site plan as presented; Kevin McKinnon seconded and all present agreed.  

Bills:

Sandra Riendeau made a motion to pay the $130 invoice from Jordan Associates.  Kevin McKinnon seconded and all present agreed.

Old Business:

David Brunault – Kevin McKinnon stated that he and Mike Ouellet had viewed the road developed by Mr. Brunault in his subdivision off Ramsay Road (Maple Ridge) last month and found it to be okay.

New Business:

It was noted that the Department of Transportation has given Brad Sweatt a driveway permit for his property on the south side of Route 26 for a truck parking area.

The following certificates of occupancy were reviewed:

Morris Sage – Storage building, off Cooper Hill
Alyssa Wonkka – Shed, 21 Stevens Hill Road

The following certificates of construction or approval for septic systems were reviewed:

Kenneth Curry, Jr. – Bennet Hill Road (R4 Lot 32-1) (3BR) Operation
Wesley Shallow – Roaring Brook Road (R12 Lot 41-2) (2BR) Construction
Raymond Champagne – Harry’s Way (R10 Lot 85) (3BR) Operation
Susan Beaton-Connors – Route 26 (R8 Lot 15) (3BR) Operation
Tom Wilson – Nash Drive (R12 Lot 171) (3BR) Operation
Town of Colebrook – Skyline Drive (300 GPD) Operation

Kevin McKinnon, Sandra Riendeau and Mike Ouellet voted in the affirmative to move into an executive session at 8:20 pm to discuss legal counsel correspondence.  The executive session was adjourned at 8:30 pm with Kevin, Sandra and Mike voting in the affirmative.

The meeting was adjourned at 8:30 pm.
