The Colebrook Energy Committee Notes Sept 8, 2009
Present: Dick Harris, Brian LaPerle, Chris Gueymard, Kevin McKinnon, Larry Rappaport, Julie Moran
Explanation of the Colebrook Energy Committee:
CEC - town organization - volunteers are appointed by Select Board, and are covered by town insurance to do activities tasked by the Select Board - will be important if we want to do weatherization in homes. Has an EIN, draft set of Bylaws, and a chairperson and secretary. Current members are K McKinnon, D Harris, and J Moran. B LaPerle and L Rappaport asked to be appointed also. J Moran will submit their names to D Caron for the Select Board meeting next Monday night.
The CEC also has a subcommittee, the CDHFFC (Colebrook District Heating Fact Finding Committee) which meets about twice a month to find out facts and pursue a district heating project for the town. We may also need to have some extra meetings for both groups for specific projects, such as the upcoming Expo.
CEC Projects:
The Expo - Town's participation - sponsor, and demonstrations, tours, etc.
CDHFFC - Colebrook District Heating Fact Finding Committee - Dick Harris
Recycling issues - PAYT
L Rappaport wants to report on District Heating issue, since he will be in Concord for the CDHFFC meeting tomorrow night: RSA 38 needs to be revised for the town to be able to create a utility for "hot water" or heating by hot water, so that the town can be authorized to put hot water pipes along the state roads. He is asking us to read this RSA, and help him find what needs to be changed, as he needs to make suggestions this week and have a legal expert change it before the end of September. He also says that we need to have this District Heating issue on the agenda for the annual Town meeting in March.
K McKinnon update on district heating: no word on the status of funding for the pre-feasibility study. Funder did call for questions when he was on vacation, and D Caron* answered her questions. *This info was supplied after the meeting.
Business of the Night:
Energy Expo 09 - Can we make it happen? The issues to resolve are: securing the Elementary school, getting insurance coverage for that day, finding out what The BALSAMS involvement will be, dealing with the issues of Home Tours, getting sponsors, and pulling details and a budget together.
Expo Details that need to be confirmed this week:
Date: Saturday November 7, 2009
Time: 9-4 PM
Place: Colebrook Elementary School
Staffing: Co-leaders - Dick Harris and Julie Moran
Other CEC and Green Group members and volunteers
Key Club, Boy Scouts - to help exhibit Colebrook projects, etc.
(need to be oriented in an inservice - we can arrange this.)
Food: a local restaurant, Kiwanis, or other fundraising group?
Program: Vendor exhibits, break out sessions, workshops, PPT of home tours (D Harris?)
Break out sessions/Workshops:
Weatherization - Haze Smith - Home Performance, Energy Audits, and retrofits
Fire Safety - CFD
Alternative Energy - wind/solar/PV
One other?
Try not to have workshops conflict with each other this time - that was a huge complaint.
Action Items:
Before we can move ahead, we need to:
- Find out if Town of Colebrook will supply liability insurance rider
- Find out if The BALSAMS will give consent to use the Elementary school (for their barter)
Once we find these out, we must:
- Organize Expo information and send to Energy List
- Contact vendors, speakers, start publicity paperwork
- Set up another meeting within 2 weeks
