Minutes for Colebrook Energy and Environment Committee Meeting  April 14, 2009

Present:  C Gueymard, B LaPerle, L Rappaport, B Soucy, M Whitaker, J Moran

Meeting called to order at 7:23 by J Moran

News from the Field:

Recycling -Town Manager, Donna Caron, reported to Julie Moran that town recycling is being strictly enforced, and some complaints have been satisfactorily resolved by K McKinnon.  The Team decided that we really need to do a "Dog and Pony Show" at the next Town meeting, to outline why the town needs PAYT, especially since Bethlehem's landfill just closed, and Berlin's will be increasing their fees.   The cost is only rising for dumping, but Recycling is paying for itself.  We also need to actively step up and write some news articles stating next January or so.  We should also encourage K Ladd to do some investigative reporting on the PAYT program in Lancaster, since they don't have any trash dumped on the waysides, and that was a big concern of citizens.  

District Heating - K McKinnon reported that he's applied for a grant from the Tillotson Fund to help with the Engineering study for the plan.  Also, MA Pierce has applied for a RGGI grant for the projects for Colebrook, Groveton, and Berlin.   

B Soucy is researching the cost of wind power, and if we could get power lines to capture some of the Noble wind project, or work with another person looking to provide wind power locally.  Larry said that the landfill wind generators will produce more power than the PSNH substation can handle, so if we could use that power, we would need to consider connecting to NHEC's substation that can handle 3mW).
