Colebrook Energy Committee Notes                                                        DRAFT
4/2/10

Meeting 12:00 - 1:00 PM at Howard’s Restaurant, Colebrook

Present:  Kevin McKinnon, April Hyde, Dick Harris, Brian LaPerle, Larry Rapport, Julie Moran, and guests Bob Soucy and Mindy Laperle.

Request to accept Minutes from February - Motion made, seconded and approved as emailed.

Elections for Officers for this year, effective after this meeting ends:

        Chairman - Dick Harris - nominated and motioned by J Moran, 2nd - L Rappaport, Unanimous.
        Secretary - Julie Moran - nominated by B LaPerle, 2nd -K McKinnon, Unanimous.

Information Updates:  

  • K McKinnon - Water project funded by ARRA funds and a bond will incorporate the new well into the system.   Connecticut River Project is moving slowly - EDA paperwork is signed, and letter of award is supposed to be coming soon.  Job will be put out to bid when letter arrives.
  • Expo - October 23 date is set, we need to contact sponsors and vendors to reserve the date.  The Town approved $5000 to be used for expenses, and paid back to the town once funds come in from vendor fees and sponsorships.
  • CHP/DH - M McCormick has asked to meet with the group - K McKinnon confirmed a date of Mon April 12 at noon at Howard's.  
  • Recycling - new stickers are available for transfer station - pick up at Town Hall
                We are baling our own newspapers now, but readership is way down
                Plastics take 3 days to bale
                Town got a grant to a glass pulverizer which will make glass reusable, and not sharp at all.  This will save much for transportation costs, since glass is heavy.

Pre-discussion for Selectboard Round Table Discussion:

  • Issues we would like to address - do they want us to address these issues?
  • Energy Solutions - CHP/DH, Building Efficiency
  • Trash Removal/Recycling issues
  • Colebrook Regional Expo
  • "Green Education"
  • Collaboration with other Environmental and Energy-related groups and organizations
  • Tasks for Committee Partnership with the Town and Other Groups:
              1.  Researching issues stated above
              2.  Publicity and Outreach for issues above:
                        Press Releases
                        Displays at Events
                        Getting energy and environment information to the public
                        Networking with other groups, organizations, residents, etc.
              3.  Political Activism regarding Town Energy and Environment concerns?

  • Committee Organization:
        Leadership, Membership issues that are established:  
                Officers are Chair and Secretary.  
                Board is 5 members with an alternate.
                Terms are 3 years, rotating 2 members per year, with no term limits.
                Meetings currently scheduled at noon on the first Monday of the month at Howard's.

        Issues to be established:
                Bylaws for this Town committee
                Procedure for requesting authorization of spending money from the Selectboard.
                Budget for operations and Events
                Relationship with The Green Group, especially for jointly planned events
                        Spending authorizations and reimbursement from The Green Group

Next Meetings:  

  • April 8, 2010 - Round Table discussion with Selectboard -Thursday night at 6:00 PM at Colebrook Town Hall
  • April 12, 2010 - District Heating Committee with M MacCormick - Monday 1:00 PM at Howard's Restaurant.
  • May 3, 2010 - Next scheduled meeting of Colebrook Energy Committee - Monday 12:00 noon at Howard's Restaurant.
