Old Business

Neutral Taxation Petitions for Town Meeting are now Warrant Articles 22 & 23.  B Soucy and J Moran will answer questions concerning them at the Town Meeting.

The school district SAU7 is interested in Energy and Recycling initiatives, but wants to wait til their budget season is over, and they will focus on it more in April-September for a 2008-2009 year-long project for the Key Club.  J Moran and M Vaillant will follow up.

Discussion on how to best assist PAYT Efforts of town - looking into grants to have a Clean Up Hazardous Waste Day.  Discussion of suggesting that the Town impose a $35 fine for “misappropriation of trash” for those who throw their trash on the roadside, or other places, in order to avoid paying trash or recycling fees.

Discussion on how to help Lynch, Downtown businesses, and other trash disposal companies come up with solutions for their responsible disposal of trash. B Soucy and J Moran to contact Cheryl Dube to proactively address issues.  

Ongoing Discussions

Hazardous Waste Day - need to do more research and fact finding for this.

J Moran reminded the group that the town has 2 years left on the recycling contract with the County Recycling Center.  The committee wants to inform the Town manager and Select Board, that we would like to be kept informed because we want to help find a profitable alternative prior to another contract.

Campaign to request Power Company incentives and rebates - shelved for now.

Education of Public - Apply for Tillotson Grant - hold off for now.

No Energy and Recycling materials gathered this month.

Building Sciences are lacking in the North Country, according to B Soucy. He stated that there are no standards in NH for building construction. He wants to find construction classes, send email to Senators about our interest in this, and maybe contact the governement Energy office to do some classes here.  To start, maybe we should try to do a library presentation for Solar Electric energy during mud season.

J Moran notified the group of upcoming conferences:  Grant Writing, NESEA Expo, CleanTech, SEI, Alt E show, D Belanger going to Building Energy 08 on Mar 17-19.  Another conference on Better Buildings by Design on efficiency, in Vt - $150.

New Business

Visit of a Recycling company:  M Vaillant is on the CDC (Colebrook Development Corporation Board, and they approached a company 5-6 years ago, to work on recycling.  Currently they recycle 70% of all waste, and would like to look into expanding into NH. M Vaillant to contact B Lamontagne to offer EEC assistance with the project.

Opened a discussion of doing curbside pick up of multiple recycling plastics, look for partners, find another company to recycle paint and compost…

Discussion of trying to produce a demonstration of Microhydro power generating plant on the Mohawk River - it was dammed in 2 places in Colebrook, and both are broken down, but could be restored.  Will discuss more at ongoing meetings.

Discussion to create our own email: not decided.

There is appparently a Builders Group in Lancaster that watchdogs the impediments to improvements, who are apparently frustrated with the lack of quality products available.

Norm Bloome is going to take a course on constructing Geothermic systems.

Suggestion to invite Independent Power, LLC (Dave Palumbo) to the library

Bruce Bennett does Blower Door Tests out of Manchester, NH.  His Company, GDS Associates, will certify Energy Star Homes, as he is an Energy Rater.  

PS of NH and NHEC will rebate up to $7500 for installation of Geothermic system.

B LaPerle suggested that we publicize Energy Efficient Mortgages (EEM’s) that give the homeowner a higher mortgage for a home that has energy improvements that increase its energy rating.  

B LaPerle, and N Bloome offered to keep the EEC up to date with info on efficient oilburners and new technology.

Hazardous Waste goal:  to go green
Projector and Materials for library - Home Power and Mother Earth News.  Do they already have money for thses publications?  
Travel to meetings such as conferences
Expo displays for Balsams Green Expo in the Fall
NH Carbon Challenge - do we want to be involved?  It’s a great initiative. Who will do it?

J Moran suggests that we put together a cohesive strategy, and then get it funded by a couple
of grants.  The EEC will need a Board of Directors in order to qualify for funding.  We at least
need a President, Treasurer, and Secretary.  D Ruelland volunteered to consider being
Treasurer, and J Moran volunteered to be President and Secretary if no others are interested.  
To continue discussion at next meeting - whether to form a Board, and who will volunteer to be
on it.
